United Launch Alliance (ULA) seeks a skilled Subcontract Management Specialist (SCM-2) to support the Decatur Operations General Procurement, Indirect and Capital Equipment teams at ULA’s manufacturing facility in Decatur, Alabama. The SCM-2 engages as a member of a multi-function team overseeing subcontractors, major/critical subcontractors, and related services. This individual directs and manages all cost, schedule and technical performance requirements levied on the subcontractor or the product family and ensures performance and support of contract milestones.

They assist in the development of subcontract specifications, work statements and serve as focal point to the subcontractor. As required, the SCM-2 briefs ULA management and customer regarding subcontract status and issues affecting subcontract performance or cost and supports program reviews with the subcontractor and ULA / Customer program offices. This individual is responsible for and directs all phases of the subcontract from initiation of the business case for make / buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability.

They make decisions affecting the performance of the subcontractor and establish milestone objectives and manage performance to committed schedules and contractual specifications.

• Translate demand forecasts into a strategic sourcing and procurement plan
• Ensure compliance with ULA Supply Chain Command Media, Federal Acquisition Regulations (FAR), and standard ULA business processes
• Partner with cross-functional teammates to develop flight hardware requirements, aligned with the ULA business imperatives, for flow-down to suppliers and prospective suppliers
• Possess / Develop advanced price analysis, proposal evaluation and negotiation skills aimed at reducing total cost of ownership to ULA for flight hardware and related services
• Possess / Develop project management skills

• Analyze prospective procurements to develop strategies which will secure the best value for ULA for flight hardware and related services
• Identify and resolve supply chain constraints, working with internal stakeholders and suppliers to develop executable, cost effective solutions

• Act as a liaison between the supplier and ULA
• Measure, analyze and report key process metrics
• Identify action items, organize resources to address action items and follow up on all supplier-facing issues.

Bachelor

Minimum of 2 years of related work experience

• Bachelor's degree from an accredited college or university.
• Proficiency with Microsoft Office Suite - especially Excel as this position will require a significant amount of data mining.
• Experience with SAP ERP System (or similar ERP system).
• Effective communication (verbal & written) and organization skills.
• Experience in Supply Chain, Procurement or Business Experience with purchasing policies and procedures.

• Experience in working in manufacturing or aerospace environment with multi-functional teams.
• Proactive, independent worker with the demonstrated capacity to work in team environment.
• Impeccable attention to detail, passion for driving change and ability to look at big picture.
• Experience leading and tracking projects.
• Successful negotiation experience.
• Government, manufacturing and/or commercial procurement experience.
• Supply chain procurement experience including issuing and managing contracts per company process/procedure.
• Proficiency in Pivot tables and VLOOKUP’s.
