Position

Summary

The Occupancy Specialist is responsible for intake and eligibility of applicants and voucher management. The role administers the Housing Choice Voucher Program and includes coordinating client interviews, determining eligibility and program compliance, calculating housing subsidies, issuing vouchers, verifying employment, processing inbound portability, administering waiting lists, and completing all data processing promptly.

Essential Duties and Responsibilities
  • Calculates HUD-required rental contribution from eligible tenant families and the amount of the monthly authority housing assistance to the owner in accordance with HUD requirements.
  • Prepares HAP contracts and ensures timely execution and processing to enable monthly owner/manager payments, including utility allowance payments.
  • Reviews landlord/owner leases for compliance with program and statutory requirements and ensures voucher forms are processed in a timely manner.
  • Maintains accurate document management for all assigned controlled documents.
  • Updates landlord information in the system promptly and accurately.
  • Provides excellent direct customer service to participants and landlords, responding to inquiries and requests.
  • Collects, reviews, and processes data specific to assigned functions within required timelines, calculating tenant rents and housing assistance payments according to established procedures.
  • Conducts interviews with program participants and/or property owners, collects paperwork, and resolves issues, complaints or problems.
  • Documents all completed tasks in the appropriate participant file, maintaining hard documentation in an organized manner.
  • Follows up promptly to complete tasks and handles mail within established timelines, using only agency-approved forms, letters, and correspondence.
  • Prepares appropriate correspondence and required forms and maintains files in a timely and accurate manner.
  • Adheres to strong authority standards regarding ethical, responsible, and appropriate use and safeguarding of authority materials, supplies, and resources.
  • Performs other duties as required, including work in other functional areas to cover absences or relieve peak workload.
Position Requirements
  • Some college coursework preferred; a bachelor's degree in business, public administration, urban studies, social service, or related field is a plus.
  • Requires functional proficiency with technology used on the job, including Microsoft Office Suite, proprietary software, database operations, and other technology applications supporting organizational objectives.
