Duties Summary

Plan and supervise the operation of a large public library; supervise and participate in the selection, development and maintenance of a collection of materials in one or more broad and complex subject area(s); develop, plan, coordinate and evaluate a major area of library services (i.e., children/young adult services) on a statewide basis; and perform other related duties as assigned.

Note: Some positions require shiftwork, including evenings, weekends and holidays. Please be sure to mark your availability for shiftwork if you are interested in being considered for positions with this requirement.

Minimum Qualification Requirements

Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified.

Overall paid or unpaid experience must be of such scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position. Your possession of the required amount of experience will not in itself be accepted as proof of qualification for the position.

Note:

Your calculation of experience must be based on full‑time, 40‑hour work weeks. Part‑time experience must be pro‑rated. Example:
Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example:
Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

Education

A bachelor's degree from an accredited four‑year college or university. Excess Professional Librarian Experience as described below, or any other progressively responsible administrative, professional, or other analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted for Education on a year‑for‑year basis.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Professional Librarian Experience

Three and one‑half years of progressively responsible professional experience in one or more major functional areas of librarianship (e.g., selection, acquisition, cataloging and classification of materials, collection development and maintenance, reference and readers' advisory services, or development and promotion of library services), which required the application of principles, practices, knowledge, theories and tools of library science.

At least one year of experience must have been comparable to the next lower level (Librarian IV) in the State service.

The Librarian IV reflects responsibility for professional leadership as the position in charge of a library operation; or as a specialist in an assigned field(s). The work requires the use of experienced judgment in providing appropriate material and library services to the patrons/clientele of a particular library; performing specialized activities (e.g., cataloging and classification, reference and materials selection) within a complex and dynamic subject field(s);

and/or planning, coordinating and evaluating library services in a major service/functional area.

Supervisory Experience

For some Level V positions, the Professional Librarian Experience must have included planning and directing the work of others; assigning and reviewing their work; advising them on difficult problem areas; timing and scheduling their work; and training and developing employees.

Non‑Qualifying Experience

Work experience in a library, bookstore, or other agency or institution dealing with books, printed material, and other recorded knowledge which did not involve the application of the principles, practices, knowledge, theories and tools of library science will not be acceptable. Examples of such non‑qualifying experience are as…
