Occupancy Specialist

We provide critical services that support the wellbeing of our clients/residents and pathways to self-sufficiency for program participants that seek to break the cycle of poverty. As the largest affordable housing provider in DeKalb County, we are in a unique position to address the housing needs of low-and middle-income residents.

The Occupancy Specialist is responsible for intake and eligibility of applicants and voucher management. He/She performs a variety of duties administering the Housing Choice Voucher Program. These duties include (but are not limited to): coordination of and conducting client interviews, briefings or other methods for intake; determinations of eligibility and program compliance; calculation of housing subsidy; voucher issuance and extensions; employment verification;

inbound portability; waiting list administration and prompt completion of all data processing.

Essential duties and responsibilities include: calculating HUD-required rental contribution from eligible tenant families and the amount of the monthly Authority housing assistance to the owner in accordance with HUD requirements for a tenancy under the voucher program; preparing HAP contract and ensuring execution and processing in a timely manner to ensure timely monthly owner/manager payments; reviewing landlord/owner leases for compliance with program and statutory requirements;

ensuring appropriate voucher forms are processed in a timely manner; providing excellent direct customer service to all Participant and Landlords participating in the Housing Choice Voucher Program; collecting, reviewing and processing data specific to assigned functions within required timelines; interfacing directly with program participants and/or property owners as needed to conduct interviews; collecting paperwork and resolving issues, complaints or problems;

preparing appropriate correspondence and required forms and maintaining files in a timely and accurate manner; and performing other duties as required including work in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise balance the workload.

Position requirements include some college coursework preferred; bachelor's degree in business, public administration, urban studies, social service, or related field a plus. Requires functional proficiency with technology used on-the-job to include Microsoft Office Suite and proprietary software, as well as proprietary database operations and other technology applications used to support organizational objectives.
