The purpose of this classification is to oversee federal HUD funded Capital Improvement construction projects. This is a lead classification and provides technical assistant with more complex issues.
Essential Functions- Coordinates the day to day architectural, engineering, design, and construction of HUD funded construction projects; communicates with facilities management construction project managers, municipalities and their representatives, including architects, engineers and contractors, geotechnical consultants, and construction superintendents regarding project related questions, requests for approvals, requests for information, change order requests, coordination issues, architectural, engineering design deficiencies, contractor and sub-contractor issues, scheduling issues, permitting issues, and other cost, schedule and quality related items.
- Oversees the selection, bidding, award, design and construction phase of federal HUD funded Capital Improvement construction projects; manages HUD funds ensuring federal requirements are implemented and documented.
- Reviews and approves requests for payments and requests for information; negotiates change order requests; chairs bi-weekly construction meetings; performs building and site inspections for compliance with construction drawings and contract documents; responds in writing to Requests for Information, compliance issues, project delays, design errors and omissions, and other project issues.
- Prepares HUD Environmental Reviews and Environmental Assessments for HUD funded projects; completes environmental assessments and historic reviews; prepares Notice of Intents, Findings, and Public Advertisements; prepares project schedules and project budgets; provides regular updates to Board of Commissioners, Directors, and the local community.
- Participates in public meetings and advisory council meetings: provides project updates, project schedules and timelines; answers related questions and provides information as necessary; attends community meetings to allow for public comments and distributes information.
- Supervises, directs, and evaluates assigned interns, consultants, and community volunteers; manages assigned projects; collaborates with local partners to promote positive outcomes in the creation of viable communities; provides input and recommendations for policy, systems and environmental changes to improve neighborhoods and the County through various planning efforts in the County/Region.
Bachelor’s degree in Planning, Engineering, Landscape Architecture or a related field required; three years of experience in Land Planning, Landscape Architecture, Community Infrastructure Consulting and Planning or Design; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
