SUMMARY

This position supports the planning, coordination, and implementation of public works projects related to transportation, stormwater, and other city infrastructure. This role assists with project management, consultant coordination, public outreach, and construction oversight while gaining experience in all phases of project delivery. Utilizes and adapts to evolving technology, data management systems, and digital workflows in public works operations related to the City's infrastructure.

MAJOR

DUTIES
  • Assists with the planning, design, procurement, and implementation of transportation and publicinfrastructure projects in alignment with adopted plans.
  • Engages in and supports the mission of the Public Works Department through strategic planning,creative problem solving, decision-making, and responsible stewardship of city resources.
  • Supports senior staff in coordinating consultants, contractors, utility providers, regulatory agencies, and internal departments throughout project development and delivery.
  • Assists in the development of project schedules, budgets, scopes of work, procurementdocuments, and consultant contracts within the engineering department.
  • Conducts field reviews and collects data related to traffic operations, roadway safety, pedestrianaccessibility, bicycle facilities, and transportation infrastructure.
  • Coordinates public outreach efforts including stakeholder meetings, public meetings, project communications, and responses to resident inquiries, in collaboration with Public Works staff.
  • Assists with grant applications, grant administration, funding reporting requirements, and project documentation.
  • Participates in training and continuing education; participates in professional organizations.
  • Utilizes GIS, asset management software, and project management tools to maintain project records and infrastructure inventories.
  • Under general direction, coordinates with contractors and utility providers during construction to resolve field issues and maintain project schedules.
  • Works across departments, with consultants, and with the public to develop cooperative relationships related to infrastructure, landscape, equity, and environmental goals.
  • Attends and participates in City Commission meetings as needed or requested; prepares agenda items related to public works.
  • Assists with procurement activities including preparation of requests for proposals, bid documents, and contract administration materials.
  • Receives and responds to problems, complaints, and issues from citizens regarding streets, sidewalks, and utility infrastructure, etc.; inspects problem areas personally.
  • Assists with project management duties such as contract administration; review of construction documents; and construction management and inspection through project completion.
  • Assists with the development of annual work programs to provide repair, maintenance and construction of public facilities including curbing, milling, sidewalk improvements, street repairs or reconstruction and pavement markings.
  • Assists with field evaluation and preparation of construction documents, including plans and specifications, for sidewalk, street and right-of-way improvements and in the contract and construction administration for those types of improvements.
  • Ability to learn and use asset and work management systems such as Open Gov- entering, updating, and retrieving work orders, inspections, and asset data digitally.
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge transportation planning, public works infrastructure and project management skills.
  • Knowledge of contemporary and innovative methods and techniques as applied to the design, construction, and maintenance of public works infrastructure and multimodal transportation systems.
  • Knowledge of public procurement and consultant management practices.
  • Knowledge of GIS system applications, including the preparation of plans, sketches, maps, and related documents.
  • Knowledge of computers and job-related software programs.
  • Ability to read and interpret engineering plans, construction drawings, and technical reports.
  • Skill in public communication and stakeholder engagement.
  • Skill in oral and written communication.
SUPERVISORY CONTROLS

Senior engineering staff assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
