Job Description

Salary Range: $21.39/Hour - $34.44/Hour

Salary Grade: 13 FLSA: Nonexempt

Purpose Of Classification

This classification is to conduct inspections of grease traps at food establishments for the Fats, Oils, and Grease (FOG) Program, appear and testify at court hearings concerning compliance issues, and assist in establishing the source of illegal, harmful, and/or excessive waste discharges into the County’s sewer system and surface waters.

Essential Functions
  • Performs grease trap inspections, sizing, and condition assessments; oversees all grease trap installations; inspects all food service establishments to ensure compliance; opens and notes grease traps, sewer manholes, stormwater manholes, and oil‑water separators using a variety of tools and equipment; meets with business owners to issue warnings and court summons for violations; supervises installation of all grease traps in DeKalb County;

    and assists in writing Water and Sewer Ordinances.
  • Appears and testifies in court regarding water and sewer code compliance violations; issues warning notices and court summons for all code and ordinance violations as a sworn officer; and appears and testifies in court proceedings, making recommendations to the judge on fines and penalties.
  • Reviews plans and permitting, serves as project manager; reviews all plans submitted to DeKalb County Planning to assess whether they meet the definition of a food service establishment; ensures all FSE projects meet all FOG codes and ordinances; calculates size and construction of all grease traps from architectural drawings; and calculates all fees associated with FOG review and the annual permit.
  • Traces sources of illegal, harmful, and excessive waste discharges; reviews sewer maps; inspects each FSE’s grease trap and reviews maintenance records; ensures proper grease traps; schedules follow‑up inspections for compliance; and writes a detailed report for the federal Environmental Protection Agency and for court use.
  • Updates and maintains the Grease Information Management Database; tracks inspections and permit statuses; enters inspection information during the time of inspection; and generates a paper backup.
  • Completes and maintains department inspection records and prepares weekly and monthly reports; generates a weekly report of all FSEs to visit; and composes a final report at the end of the week detailing each inspection, violation, court summons, and related information.
  • Conducts inspections and surveillance of fat, oil, and grease transporters and provides reports to appropriate authorities; performs inspections of state‑certified waste hauler trucks to ensure proper working order and fitness; issues a certification recognized by the state; and completes surveillance of all state‑certified waste haulers reported or suspected of illegally dumping waste into DeKalb County’s wastewater system.

Minimum Qualifications

Bachelor’s degree in Engineering, Chemistry, Biology, or a closely related field; or an Associate’s degree in listed fields with two years of experience in industrial or commercial waste inspections, water or wastewater sampling or treatment, or a related field; or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required

Must possess and maintain a valid Georgia driver’s license.
