BRIEF DESCRIPTION OF THE JOB: Working in a team environment, this position plans, coordinates, and performs various fiscal and accounting functions of the city. Duties are primarily relative to general accounting, payroll, and accounts payable and receivable; however, other areas are assigned on an as needed basis.

ESSENTIAL FUNCTIONS:

  • Prepares, updates and reconciles general ledger accounts and journal entries, and maintain for year-end audit.
  • Assists Accounts Payable Specialist in verifying documentation and processing when needed. Assists with accounts receivable duties as needed.
  • Reviews monthly bank reconciliations for one or more accounts and assists in reconciliation of General Ledger’s consolidated cash.
  • Responsible for capital assets, including recording, reconciling to general ledger and preparation of schedules for annual audit.
  • Preparation of federal and state payroll tax reports.
  • Responsible for HOT Collection and processing.
  • Performs required state reporting including unclaimed property.
  • Investigates and resolves discrepancies in the general ledger accounts, bank records, and other records.
  • Performs other related job duties as assigned.

JOB REQUIREMENTS:

Formal

Education:

Associate degree in accounting, finance or related field required.

Experience: Three (3) years’ experience in a similar position in a municipal or other governmental finance department preferred. Certified Payroll Professional (CPP) required within one year. Computer system experience required.

Special Requirements: Analytical, organizational and interpersonal skills required. Municipal accounting experience is highly desirable. Possession of a valid class “C” Texas driver’s license required.

Knowledge, Skills and Abilities:

  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of Microsoft Excel, Word and PowerPoint.
  • Knowledge of governmental accounting principles and practices.
  • Skill in mathematics, analyzing, and organization.
  • Ability to clearly and effectively communicate both orally and in writing, including the proper use of grammar, punctuation, sentence structure, and good public speaking.
  • Ability to reconcile spreadsheets and General Ledger accounts to source documents.
  • Ability to analyze, identify and resolve variances.
  • Ability to exercise good judgment, make competent decisions, handle multiple projects, prioritize and organize work assignments, meet deadlines, and work well under pressure and stress.

PHYSICAL DEMANDS

The work is sedentary and requires the ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required: fingering, hearing, lifting, mental acuity, pulling, pushing, reaching, repetitive motions, speaking, talking, and visual acuity.

WORK ENVIRONMENT

Work is performed where there are minimal hazards. Expected to work closely with others as part of a team. Frequently, this position is subject to time pressures, multiple projects and a noisy/distracting environment.
