Overview

The Coating Inspector provides inspection of contractor’s quality of work in accordance with the client’s policies and procedures as it relates to coating of steel pipe and fittings on pipeline construction projects. The Coating Inspector works under the direction of the Chief Inspector, who may assign additional responsibilities as needed. The Coating Inspector may be asked to double as the Utility Inspector if qualified and within the project scope.

Responsibilities
  • Inspect other contractor’s work for compliance with all permit requirements and one-call (call before you dig) requirements. Report deviations verbally to the Chief Inspector and the client, followed by formal written documentation the same day.
  • Verify that other contractors are using necessary equipment, safety measures, records, project designs, drawings, GIS, etc. to avoid damaging gas mains, services, and other utilities.
  • Verify that other contractors follow the client’s best practices.
  • Verify that gas lines are located, utilities are marked, and gas facilities are painted and flagged per local requirements.
  • Field verify that construction equipment and material quantities are captured on the Daily Progress Report for inventory and billing; assess material waste and communicate opportunities to reduce waste to the client.
  • Verify contractors follow the client’s procedures and coating manufacturers’ instructions for applying field coatings to pipe, fittings, valves, joints, and other components.
  • Ensure all materials to be used or tested are properly constructed, rated, and have manufacturer documentation prior to use.
  • Complete and submit daily inspection forms including safety, coating inspection, trenching and backfill, and other construction inspection forms as requested.
  • Review and verify that the Horizontal Directional Drill (HDD) path is acceptable.
  • Witness HDD pull-throughs to verify proper pipe support, coating protection, and accurate as-built recording; inspect pipe coating at the leading edge of pull-back for damage.
  • Verify polymers and additives used in drilling fluids are client-approved, using the approved list provided to the Inspector.
  • Verify pull force does not exceed design.
  • Witness hydrostatic testing and verify calibration papers are attached to test reports.
  • Verify that other contractors properly clean and dry pipelines prior to commissioning.
  • Witness and verify that pipeline deformation inspection is conducted and analysis shows no irregularities.
  • Field validate that all environmental Best Management Practices (BMPs) are followed by other contractors in accordance with permits and construction plans.
  • Before backfills, HDD pull-throughs, or jack and bores, visually inspect pipe coating, gouges, dents, and repair status;
  • Verify all pipe is prepared and repaired per mil-thickness and hardness specifications; inspect shrink sleeves or similar products for proper installation.
  • Coordinate with other contractors’ survey crews to verify as-built information is recorded.
  • Verify proper padding and bedding around pipe and ensure pipe is rigged and lowered without damage.
  • After HDDs, verify that all visible coatings were not damaged during pull-through activities.
Qualifications
  • Required:
  • High School diploma or equivalent
  • Valid driver’s license
  • Microsoft Office skills (Word, Excel, Outlook)
  • Ability to read, interpret, and implement the client’s policies and procedures
  • Minimum of two (2) years coordinating and inspecting construction projects for natural gas pipeline construction
  • Ability to read construction drawings, alignment sheets, and valve maps and translate to field constructability
  • Past experience inspecting the application of field-applied pipeline coatings
  • Competent in 49 CFR 192, ASME 31.8, and applicable OSHA standards
  • NACE CIP Level 1
  • Employment is contingent upon completing all applicable onboarding training, including Operator Qualifications
  • Preferred:
  • Project experience with urban natural gas transmission pipeline construction
  • Experience or expertise in the following specialties:
    Corrosion / Cathodic Protection / AC Mitigation;
    Jack and Bore / HDD;
    Materials Management;
    Coatings
