Rehabilitation Specialist

Pay: $34.34/hour, increasing to $36.03/hour after six months

The City of Decatur is seeking a Housing Rehabilitation Specialist to support neighborhood revitalization by managing residential rehab projects, working with homeowners and contractors, and helping administer grant‑funded housing programs. Ideal for candidates with backgrounds in construction, project management, property inspection, or code enforcement.

Schedule: Full-time, Monday–Friday, 8:00 a.m.–5:00 p.m.

• Conduct property inspections and document housing deficiencies
• Develop scopes of work, cost estimates, and bid specifications
• Coordinate bidding and monitor contractor performance for code compliance and quality
• Assist with grant‑funded program administration, compliance, and reporting
• Serve as liaison between homeowners, contractors, and City staff
• Educate residents on rehabilitation programs and eligibility

• High school diploma or equivalent
• Experience in construction, property maintenance, or related field
• Knowledge of building codes, housing regulations, and contract documents
• Strong organizational, communication, and project management skills
• Must obtain Lead Worker/Supervisor Certification within six months (employer-supported)
