Primary Duties
  • Responsible for the management and execution of project controls, systems, processes, and personnel, for development and monitoring of projects and programs cost estimates for transmission, substation, distribution, and gas (PECO and BGE) projects and programs.
  • Lead a team of estimators and support staff. Responsible for recruitment, training, mentorship, and performance management within the estimating department. Develop and maintain a learning organization that fosters a high-performance culture and promotes diversity. Serve as a change agent for business initiatives and assures the human element is understood and considered including timely recognition of employees. Use effective performance management to provide accurate and timely feedback and identify opportunities for growth and learning
  • Oversee the preparation of detailed cost estimates for projects, including materials, labor, equipment, and subcontracted services. Identify potential risks in project estimates and recommend mitigation strategies
  • Work closely with project managers, engineers, supply, and operations teams to ensure estimates reflect project requirements and constraints and to resolve estimating issues. Interact with key managers and executives, delivering written and oral presentations on estimate status, trends, risks, and strategies.
  • Ensure project cost estimates comply with applicable industry standards, management models, and other control requirements and processes. Review and validate estimates for quality assurance. Establish and help enforce protocols for quality assurance throughout the estimation process. Provide support for cost estimate documentation for internal or external audits as well as any regulatory requests.
  • Cultivate a collaborative and purposeful culture, encouraging innovation and continuous improvement in estimating practices.
Job Scope

Operates independently with little or no supervision. Reports to a Manager or Director. Solves complex problems; takes a broad perspective to identify innovative solutions. Coordinates with stakeholders with identified dependencies. Interfaces routinely with all departments and has a high level of independent decision making while performing typical job duties. Leads a group of employees and contractors. Ensure timely and planned work tasks provided to ensure all key performance measures can be attained in Operations.

In scheduling, consider prioritization, system needs and construction resource work leveling to minimize overall costs.

Minimum Qualifications
  • Bachelor's Degree in Finance or Business or Engineering or related fields. Job Related/

    Experience:

    7-10 years of relevant experience. Specialized Skills, Knowledge, License Requirements/Registrations, etc.
  • In lieu of Bachelor's degree, Associate's degree with 9-12 years of relevant experience.
  • Proven leadership ability in a high-performance culture.
  • Proven high level management skills in coaching and facilitating business competency.
  • Proven performance management skills.
  • Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change.
  • Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance.
  • Demonstrated business acumen, customer awareness and ability to create value.
  • General proficiency in standard software applications (e.g., Microsoft Word, Excel, Access, PowerPoint, Project), specialized business technologies and applications (e.g., workforce management, project management, Asset Suite 8, Brio, CIS, EPS, Business Objects, SAP planning, business modeling, forecasting, work management, outage management) to retrieve and analyze…
