Responsible for the overall administration, operation, coordination, and management of the Transportation Program. This position may perform regular duties at alternative sites with the permission of the Chief Executive Officer.

• Program Specific:
  • Develop and maintain sustainable transportation programming compliant with state and federal guidelines.
  • Responsible for fiscal management of Transit Program including expenditure approvals, budget compliance and program financial stability.
  • Ensure all elements of Transit Program operate accurately and efficiently.
  • Accurately complete and submit any required records or reports to appropriate funding sources.
  • Responsible for transportation programs’ vehicle status, equipment of vans (purchasing, housing, repairs and estimates) and overall collection of donations.
  • Responsible for all correspondence to individuals involved with Transit Program administered by NEICAC.
  • Develop and oversee the dispatch and scheduling processes, ensuring that all resources are used efficiently, and that service delivery is on time and meets safety standards.
  • Research and apply for funding opportunities for Transit Programs, always working to expand programs and services.
  • Responsible for program records and physical inventory.
  • Supervise the development and execution of safety training programs for drivers and staff, including defensive driving, vehicle familiarization, and safety protocols.
  • Responsible for oversight of new driver orientation and ongoing driver training.
  • Negotiate contracts with prospective Transit users.
  • Responsible for overseeing and verifying state and federal compliance for Purchase of Service Contracts.
  • Develop and routinely update the Transit Drug & Alcohol Policy in accordance with Federal Transit Administration regulations.
  • Administer and complete safety evaluations, ensuring that safety regulations are being met, and reporting any safety-related incidents or accidents.
  • Report Transit accidents to the administrative office and insurance company.
  • Conduct and supervise accident investigations and implement necessary follow-up training and corrective actions.
  • Effectively address issues and complaints to resolve problems with the Transit Program and Transit staff.
  • Collaborate with Chief Executive Officer and Board of Directors for program management and locating and leveraging funding.
  • Participate in selection and interviewing of open position candidates.
  • Prepare and conduct performance evaluations for subordinate staff as required by NEICAC.
  • Attend monthly NEICAC staff meetings and Board of Director meetings when requested.
  • Direct the development and operations of billing, navigation, and data collection system compatible with the Iowa Department of Transportation.
  • Collaborate with the agency fiscal department to ensure accurate and timely billing.
  • Assure program guidelines/requirements are managed appropriately.
