JOB PURPOSE
This position provides regulatory expertise, coaching and hands‑on support to drive environmental compliance. The position delivers regulatory and company environmental training and applies requirements across multiple process units. Educates and partners with plant personnel, community members and regulators to create and implement innovative solutions to achieve extraordinary environmental performance.

The position has site‑wide programmatic scope and influences the company’s personnel, contractors and incident investigation teams. There are no direct reports. The Permitting Environmental Engineer provides air permitting support. This position is a champion for change management across the site and actively engages all levels of the workforce across the Operations, Maintenance, and Projects teams to enable continuous improvement.
ACCOUNTABILITIES- Supports the Environmental Engineers by coordinating air permit programs, including new source review (NSR) and Title V programs.
- Provides oversight to all site management of change (MOC) activities requiring environmental engagement.
- Coordinates project environmental support by acting as the main contact point for the department with the Projects organization.
- Prepares permit applications and assists Environmental Engineers with preparing environmental NSR permits; obtains environmental authorizations for both head office major projects and local projects, ensuring timely receipt of authorizations.
- Secures or renews operating permits (e.g., CAA, NPDES, PSD, NSR, Title
V), ensuring timely submission of applications. - Provides air regulatory support for projects, such as NSPS, MACT, BACT, or state air regulatory standards, directly or through other specialists.
- Coordinates regulatory support for project issues in other media such as waste, water, or groundwater, primarily through other staff specialists.
- Provides an environmental MOC assessment, including use of SAI
360 (MOC) and Ops Info (Emissions Database) as needed. - Serves as technical consultant for Texas and federal air NSR permitting plus Title
V for SDPC and associated businesses. - Stays abreast of new regulatory and local air issues that may impact permitting; participates in regulatory development to influence outcomes; develops strategies to maximize benefits from these issues.
- Manages preparation of Title
V permit revisions. - Provides site‑wide awareness education for air permitting issues.
Extensive experience in environmental work within a petrochemical manufacturing facility – required. Experience with interfacing with EMIS (Environmental Management Information Systems). Experience in directly interfacing with state or federal regulatory agencies. Proficiency in air regulations (bonus for RCRA and TPDES).
Degree: BS in Engineering or Sciences.

The candidate should have excellent verbal and written communication skills and possess the ability to work independently and collaboratively. Good interpersonal skills and a high degree of organization are expected. Proven capability to learn and understand complex requirements.
