As a Capital Portfolio Leader, you will provide overall leadership and technical oversight of the site’s capital project portfolio, ensuring engineering projects are executed safely, efficiently, and in compliance with applicable standards and regulations. You will be responsible for coordinating projects from concept development through construction, commissioning, and project closeout while partnering with Operations, Maintenance, Procurement, Reliability, Environmental, and Engineering teams.
In this role, you will:
- Provide leadership and oversight for the site’s capital project portfolio to ensure projects are delivered safely, on time, within scope, and within budget.
- Lead, mentor, and develop engineers, technical staff, and project resources while fostering a culture of continuous improvement and accountability.
- Ensure engineering designs comply with corporate standards, industry codes, regulations, and process safety requirements.
- Oversee project planning activities, including scope development, scheduling, budgeting, and resource allocation.
- Coordinate engineering, procurement, construction, and commissioning activities to ensure successful project execution.
- Manage contractor and vendor relationships to ensure quality, performance, and value delivery.
- Steward project portfolio budgets, forecasts, and capital spending targets.
- Ensure Health, Safety, Environmental (HSE), and Process Safety requirements are incorporated throughout project design and execution.
- Provide technical leadership and problem-solving support for engineering, construction, and commissioning challenges.
- Ensure effective project risk identification, mitigation planning, and issue resolution throughout the project lifecycle.
- Monitor project performance, milestones, and deliverables while communicating status updates to stakeholders and senior leadership.
- Lead project closeout activities, ensuring complete documentation, knowledge transfer, and handover to Operations and Maintenance teams.
- Drive continuous improvement initiatives to enhance project execution, engineering standards, and portfolio management processes.
- Bachelor's degree from an accredited university in Mechanical Engineering, Chemical Engineering, Civil Engineering, Electrical Engineering, or a related Engineering discipline.
- 5+ years of project engineering experience in chemical manufacturing/refining environments.
- Experience managing engineering projects from design through construction, commissioning, and handover.
- Experience leading cross-functional teams and coordinating multiple concurrent projects.
- Strong knowledge of engineering design principles, project management methodologies, applicable codes, standards, and regulatory requirements.
- Experience with capital budget planning, forecasting, and portfolio management.
- Demonstrated technical problem-solving, communication, and leadership skills.
- Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional certification.
- Experience leading engineers, project managers, or technical personnel.
- Knowledge of SAP and project portfolio management systems.
- Experience with Auto Desk suite (AutoCAD, Revit, BIM) and engineering design tools.
- Continuous Improvement, Lean, or Six Sigma experience.
- Strong contractor and vendor management experience.
