The purpose of this position is to prepare and maintain of a variety of financial and payroll records to include Accounts Payable, Payroll, and/or utility billing functions. The primary functions of this position are maintaining payroll files, performing calculations, examining financial documents and preparing financial summary reports. This class works under general supervision, independently developing work methods and sequences.
Essential FunctionsThe essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Verifies forms for all personnel actions, checking all figures for accuracy, completeness, compliance with standard procedures, and necessary approvals.
- Reviews payroll documentation for accuracy through audit reports and makes any necessary adjustments.
- Communicates with the Human Resources Department to ensure the integrity of the payroll data including data related to new hires, terminations, transfers and rate changes. Makes updates as necessary.
- Processes special payrolls when necessary as well as perform year-end adjustments to the payroll files.
- Enter payroll data in computer system or prepare checks. Balance payroll trial register and distribute. Direct deposit administration. Complete tape process to bank. Prepares 941 tax deposit.
- Establishes, maintains and coordinates processing of automatic earnings, retro payments, leave accruals, garnishments, earning corrections and refunds for all benefits.
- Calculates overtime payments for employees.
- Compiles and compute payroll for salaried staff, temporary and hourly workers.
- Processes biweekly payroll for City employees.
- Prepare various reports, including deduction registers and payroll cost allocations. Monitor accuracy of reports.
- Tracks, monitors, and account for loan payments.
- Assists in the preparation of monthly, quarterly, and annual payroll reports, information returns and forms, and monthly sales tax returns.
- Maintains all employee payroll files.
- Researches and resolves any issues or questions from employees regarding pay, taxes, deductions and court orders.
- Generates and distributes payroll related reports to the auditors as needed.
- Reconcile and prepare daily bank deposits.
- Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Associate's Degree in Accounting, Finance or related discipline.
- Two (2) years of experience in bookkeeping, finance, payroll or clerical accounting areas or an equivalent combination of education, training and experience.
- Must possess and maintain a valid state driver's license with an acceptable driving history.

- Knowledge of laws, rules and regulations controlling payroll collective bargaining personnel rules & regulations, including Fair Labor Standards Act.
- Skill in Microsoft Office Products (Word, Outlook and Excel) and payroll processing software.
- Knowledge of cash receipts, accounts payable, and special assessments.
- Skill in basic mathematics, word processing and data entry.
- Skill in providing good customer service.
- Ability to complete and accurately prepare payroll reports.
- Ability to use critical thinking skills to arrive at solutions and suggest improvements to the process.
- Ability to organize work for timely completion.
- Ability to perform a wide variety of functions, to review data for reasonableness and accuracy, and communicate effectively.
- Ability to establish and maintain effective working relationships with City officials, vendors, and the general public.
