Summary Objective

The purpose of this position is to manage, direct and supervise all operations of the water plant and water/wastewater utilities. This position is responsible for planning, organizing, directing and evaluating the assets, operations, budgets and activities of the City’s Water Plant and Water/Wastewater Divisions to provide services to the public. It requires considerable initiative and independent judgment in making technical decisions, and is performed with a high degree of independence under the general direction of the Environmental Services Director.

  • Plan, assign and direct, through supervisors, the operations and maintenance of water production and treatment, water distribution, wastewater collection, and related public infrastructure.
  • Manage staff, including coaching, training, assignment, reviewing and evaluating work performance; coordinate activities, maintain standards, allocate personnel, select new employees, address employee problems and recommend and implement discipline.
  • Assist in developing, implementing and evaluating divisional plans, policies and procedures to achieve annual goals and objectives.
  • Assist in developing and overseeing implementation of divisional operating/capital budgets, establishing budgetary controls, approving expenditures, and preparing financial reports.
  • Identify and recommend long‑range maintenance capital improvements; assist in preparing the five‑year Capital Improvement Program budget and facilitate progress to ensure adherence to schedules.
  • Oversee delivery of utilities capital improvement projects such as treatment plant upgrades, water lines, sewer lines and contract administration; serve as project manager on complex utility projects.
  • Prepare scope of work for bids; provide bid evaluation and award recommendations; negotiate and administer contract awards.
  • Oversee mechanical, electrical/electronic automation and control equipment maintenance, including SCADA, for proper operation of the Water Plant.
  • Interpret designs, plans, specifications, estimates, reports and recommendations relating to the City’s water and wastewater infrastructure.
  • Coordinate Utility Division participation in the City’s internal Development Review Board process.
  • Act as department liaison with internal and external teams, committees, outside agencies, community groups, and other stakeholders.
  • Receive, review and submit various records and reports including budget documents, purchase requisitions, purchase orders, bid documents, performance evaluations, invoices, flow charts, agenda items, work orders, personnel forms, and memos.
  • Ensure compliance with federal, state and local laws, rules, regulations and City policies, and stay abreast of industry developments that may affect the City.
  • Provide excellent customer service to internal and external customers; oversee public education and outreach programs; represent the department at public meetings; assist other departments as required.
  • Submit, administer and coordinate grants.
  • Attend and conduct meetings as required; write reports and transmittals.
  • Monitor the department’s customer service request process to ensure effective and efficient delivery.
  • Respond to public inquiries and requests for information and assistance, taking appropriate action to resolve problems.
  • Initiate and carry out various projects as assigned by the Director of Environmental Services.

Typical Qualifications
  • Bachelor’s Degree in Civil Engineering or related major.
  • Seven (7) years of professional experience that includes water or wastewater planning, design, construction and operations or a closely related field; three (3) years of which must be in a senior supervisory capacity.
  • Valid state driver’s license with an acceptable driving history.
  • Florida Professional Civil Engineer’s License (PE) or ability to obtain within one year of employment is preferred; other state licenses, certifications and equivalent combinations of education, training and experience will be considered.
