Position: Contract Specialist (Intermediate).

Responsibilities

Serves as a Contract Specialist for the Air Force Non‑appropriated Fund Procurement Office. Performs analysis and evaluation of cost or price proposals; administers contracts ensuring compliance with terms and conditions; and develops and provides business solutions to day‑to‑day contractual challenges. Communicates in the form of briefings, written correspondence, and personal contact. Exercises sound judgement in pre‑solicitation, solicitation, award, and post‑award contract actions.

Participates in meetings with key customers, suppliers, and coordinating officials to assess customer satisfaction, explain contracting policy and procedures, and resolve problems that arise. Acquires and provides contract management/administration for complex, multi‑year contracts for equipment and supplies and services including computer hardware and software, point‑of‑sale, communications, business intelligence, consulting, IT consulting, commander’s smart buy program, essential products program, prime vendor program, recreational and family member programs, leisure travel, signature brands, food and beverage equipment, vehicle program, marketing programs, employee benefit programs, human resource management programs, Air Force services card membership programs, treasury management, financial services, audit programs, AF slots program, lodging renovation projects, NAF construction, architecture and engineering, facility management, quality control, and NAF purchase card program.

May provide advice and guidance to contact specialists to promote development of individual skills and abilities.

Conditions of Employment
  • This position requires the incumbent to complete a background investigation with favorable results.
  • This position requires that the incumbent be a U.S. Citizen or a Legal U.S. Resident for a minimum of 3 years.
  • This position may require CONUS and OCONUS travel for official business.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
Qualifications

Who May Apply:
Open to everyone. Applicants will be categorized by preference(s) and/or priority consideration eligibilities. An applicant's eligibility will be determined based on eligibility claimed in the questionnaire and proof of eligibility must be provided with the application by 07/06/2026. Business Based Action, Outside Applicant Veteran, Spouse/Widow/Parent of Veteran, and Transition Hiring Preference.

  • Must have commercial/government contracting, acquisitions, procurement, purchasing, program/project management, logistics, or accounting experience.
  • Experience with commercial practices, and market conditions applicable to program and technical requirements.
  • Minimum of three years contracting experience.
  • One year of Non‑appropriated Funds contracting is desirable.
  • Experience with architecture and construction contracting.

Knowledge, Skills, and Abilities (KSA)

  • Demonstrate leadership qualities that support quality processes within the Directorate and the office.
  • Proficient in Microsoft Windows, Word, Excel, and other related software.
  • Communicate effectively both orally and in writing.
  • Applicants who meet both the minimum qualification requirement(s) and highly preferred criteria(s) will be considered best qualified for this position and will be referred to the selecting official(s) first for consideration.
Education

This position does not allow for education substitution.

  • Foreign education may be used if credentials are deemed equivalent to U.S. education. Proof must be provided.

  • Individual must fully meet qualification/eligibility/background requirements for this position.
  • U.S. Citizens and non‑U.S. Nationals who have resided in the U.S. territory for three (3) or more consecutive years immediately preceding the start of federal affiliation are eligible.
