Job Description
Job Summary Provides leadership and strategic direction for all human resources functions, ensuring compliance with laws and policies while fostering a positive and productive workplace. Under the general administrative direction of the Assistant City Manager.
Principal Duties - Essential Job Functions andKey Responsibilities Strategic Leadership & Policy
- Develop and implement HR strategies, goals, policies, and procedures aligned with City objectives.
- Ensure compliance with federal and state employment laws (EEO, FLSA, labor agreements).
- Serve as the City’s principal HR expert during regulatory hearings, arbitration, and committee service.
- Oversee recruitment, staffing, onboarding, training, performance management, and retention programs.
- Implement recruitment, advertising, and hiring policies and procedures.
- Monitor job classification systems and job structures.
- Manage employee relations, grievances, and wellness programs.
- Provide guidance to supervisors on performance management, disciplinary actions, and grievance procedures.
- Promote a positive work culture and resolve workplace conflicts.
- Administer compensation structures, benefits programs, and job classifications.
- Provide budgetary guidelines for salaries and benefits; monitor HR budget and approve expenditures.
- Ensure adherence to employment laws, labor agreements, and City policies.
- Oversee Workers’ Compensation and liability claims in coordination with insurance providers.
- Identify and mitigate liability exposures; ensure proper safety and benefits administration.
- Supervise HR staff, including training, motivating, and evaluating performance.
- Assign work and establish performance objectives.
- Enforce personnel rules and standards impartially.
- Act as liaison between City Manager, department heads, and external organizations.
- Attend City Council meetings as required.
- Represent the City in hearings, court testimony, and arbitration.
- Perform related work as required.
- Occasional travel for seminars and training.
This position has oversight of the City of Del Rio Gas and Transportation Division’s Alcohol and Drug Testing Policies, which requires and includes Pre-employment testing, Post-Accident Testing, Random Testing, Reasonable Suspicion Testing, Return-to-Duty Testing, and Follow-Up Testing
Qualifications & Skills- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
- Extensive experience in HR leadership, policy development, and compliance.
- Strong knowledge of employment laws, labor relations, and risk management.
- Excellent communication, negotiation, and conflict resolution skills.
- Ability to lead strategic initiatives and manage multiple priorities.
