Overview
Torch Technologies is seeking a Software Engineer – Configuration Management (CM) to join a team responsible for establishing and implementing organizational CM policies, procedures, and technology in support of the Air Force Human Resources Systems Division. The ideal candidate is experienced in the utilization of the Atlassian Tool Suite, especially Jira and Confluence, and knowledgeable of how to implement CM using the Atlassian Tool Suite.
They must possess in-depth knowledge of CM regulatory and policy requirements established by DoD RMF and FISCAM. This role supports a wide range of CM activities including developing CM policies and procedures, performing configuration audits, implementing CM protocols in Dev Sec Ops pipelines, managing configuration control boards, and managing configuration items within the AFLCMC/GB BES/GBH Human Resources Systems Division context.
- Provide and maintain CM of all relevant system artifacts (documentation, source code, build files, scripts, etc.) to enable government build and release to production environments.
- Archive acquisition documentation and review Development/Sustainment Contractor CM programs for accuracy, completeness, and compliance.
- Maintain CM files including identification, change control, and status accounting records; implement CM plans.
- Participate in cross-functional change control boards (CCBs, FRB, RRB, etc.) to record and manage proposed and approved changes; review membership for currency and completeness.
- Support Engineering Assessments and prepare for major audits (PCAs and FCAs); record findings, minutes, and action items.
- Report software delivery status and support data reviews during pre- and post-contract award activities (meeting attendance and minutes).
- Evaluate contractor conformance to CDRL requirements and manage correspondence.
- Support establishment of workflows; ensure configuration items are identified and documented; track deliverables and responses.
- Develop and administer CM plans; maintain design traceability and integrity; convene and manage CCBs.
- Assist with CM for ERP and IT systems, including planning, documentation, and inventory/status accounting.
- Manage configurations of software, engineering documents, design drawings, and related changes; perform design audits with cross-functional teams.
- Support requirements and change control boards through meetings and minutes; track proposed and approved changes (ECPs, CRs, DRs/PRs) throughout the lifecycle.
- Ensure integrity of baselines (major/minor releases, patches, maintenance) and provide QA checks on baselines.
- Support software licensing tasks and packaging; maintain CM library and software repository; manage system baselines.
- Develop comprehensive CM plans for software, hardware, firmware, and peripherals; evaluate data and prepare briefs for software-driven systems; monitor plan effectiveness and recommend improvements.
- Audit IT system configurations for compliance with required specifications and control access/change guidelines to prevent unauthorized changes.
- U.S. Citizenship
- Bachelor’s degree in a related field and 8 years of experience in the respective technical/professional discipline (5 years in the DoD), or 15 years of directly related experience with proper certifications as described in the PWS labor category requirements (8 years in the DoD).
- Specific
Work Experience:- Extensive knowledge of CM within RMF
- Expert knowledge of Federal and DoD CM regulations and policies
- IT Configuration Management experience within the DoD environment
- Formal training in CM directives, standards, principles (Plan, Identify, Control, Audit/Verify, Status Accounting)
- Certification in SW Configuration Management is desired
- Experience with CM tools (Git, Gitlab, Jira, Confluence, Bitbucket, AWS Config, Azure Dev Ops Server, Insight, Star Team)
- Experience producing release notes and CM reports
- Understanding of change control processes and boards; baseline administrative activities for multiple environments
- Excellent written and oral communication; ability to develop management briefings
