The County of Volusia is seeking a Purchasing Agent I/II for the Purchasing Division within the Business Services Department. This position is located in DeLand, Florida, and will be responsible for technical and specialized assignments in centralized procurement of all types of commodities, services, construction, engineering and capital goods.
ResponsibilitiesGeneral responsibilities across all levels include:
- Reviewing and processing requisitions; preparing specifications; managing the solicitation process; facilitating negotiation; preparing and administering contract documents from award through expiration.
- Providing customer service at multiple internal and external levels.
- Attending work regularly, adhering to ordinances, responding to emergency situations, and performing duties as assigned.
- Works with internal customers to identify appropriate sources and conduct cost analysis.
- Prepares routine solicitation documents and reviews specifications.
- Releases solicitations, tabs and analyzes submittals for compliance, reviews insurance and bonds for compliance.
- Schedules and facilitates pre‑bid and pre‑project conferences.
- Releases requisitions, verifies accuracy, and assists in dispute resolution.
- Prepares correspondence, addenda, and maintains contract data for renewals.
- Acts as liaison between internal customers and vendors to resolve performance issues and claims.
- Communicates delivery schedules and procurement information to internal stakeholders.
- All responsibilities of the Purchasing Agent I.
- Prepares complex solicitation documents.
- Develops complex project timelines and verifies specifications.
- Facilitates contract negotiation and prepares final contract documents.
- Prepares complex addenda, change orders, and council meeting agenda items.
- Provides procurement training.
- Implements special projects or programs as assigned.
Education & Experience
- Bachelor’s degree in Business Administration, Finance, Economics, Marketing, Procurement or related field, OR high school diploma/GED with four (4) years of related experience.
- For Purchasing Agent II, two (2) years as a Procurement Analyst I with Volusia County or a bachelor’s degree with two (2) years of procurement experience.
- Preferred: certification from NIGP or UPPCC.
Skills & Abilities
- Proficiency in Microsoft Office and small office machines.
- Strong analytical, negotiation, and vendor relationship skills.
- Effective communication orally and in writing.
- Ability to work under stressful conditions and adapt to procurement methods.
- For Agent I: ability to read, interpret and evaluate specifications; pre‑bid meetings; maintain detailed records.
- For Agent II: advanced knowledge of procurement and contract administration, ability to facilitate selection committees, project implementation, and understanding of budgetary procedures.
Additional Requirements (All Levels)
- Valid Florida driver’s license, valid within 30 days of appointment.
- Willingness to relocate to other county locations if needed.
Physical demands: sedentary work; lift, carry, push or pull up to 10 pounds; visual acuity for motorized vehicle operation; ability to talk, see, hear and use finger dexterity.
Environmental demands: inside or outside work related to pre‑solicitation and project meetings.
Mental demands: reading and comprehension of technical professional journals, financial reports, legal documents; writing business letters, reports, policies, and procedures; performing functional business math; public speaking.
