The Work You Will Do

MAINTENANCE PROJECT MANAGER I

District Five/Director Transportation Operations/District Maintenance Engineer

This position will serve as a liaison to the District’s Operations Centers, coordinating Maintenance Contract Administration efforts, and will be responsible for performing Quality Control checks of the District’s Maintenance Contract Administration activities.

Your Specific Responsibilities

Assists in the management of the District Contract Maintenance program to ensure consistent administration of all contracts within the district. Coordinate and provide direction, support, and training to the contract staff at the field units and the District Maintenance Office to ensure compliance and conformity of contracting operations within established guidelines, policies, standards, and procedures as it pertains to contract maintenance.

Review Asset Maintenance contract evaluations for adherence to approved quality assurance plans. Conduct quality assurance field reviews to ensure contractual commitments are being fulfilled and addressed consistently throughout the District and provide technical assistance to other units, as necessary. Participate in statewide contract meetings and addresses issues. Advise higher level district and/or Central Office managers on problems or policies related to contract administrative issues.

Prepare Encumbrance request and enter into the Contract Funds Management System (CFM) and Florida Accountability Contracts Tracking System (FACTS) for processing. Researches and checks contract balance issues in the Florida Accounting Information Resource (FLAIR) and FLAIR Information Delivery Options (FIDO) systems. Responds to Five Year Certified Forward Report, 24 Month Non-Activity Report, Expired Encumbrance Report and the Outstanding Encumbrance Report.

Conduct quality assurance field reviews to ensure contractual commitments are being fulfilled and addressed consistently throughout the District and provide technical assistance to other units as necessary.

Assist in the management of the District Maintenance Electronic Data Management System (EDMS)

Assist and support in the day-to-day operations of the I4 Public-Private-Partnership Concession Agreement. Develop tools to assist in the tracking and management of non-compliant items. Draft reports for distribution, review and process monthly invoices and track quarterly deductions associated with non-compliant items. Assist in the preparation of reports, documents, and presentations for higher level managers in District and Central Office

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

  • Knowledge of: Engineering concepts, principles and terminology
  • Knowledge of: Construction plans, contract specifications and contract administration
  • Knowledge of: Roadway construction and maintenance contracting procedures
  • Knowledge of: Microsoft Office software
  • Skills in: Using engineering tools, equipment and/or instruments
  • Skills in: Conflict resolution
  • Skills in: Reviewing, analyzing and negotiating contracts
  • Skills in: Claims or time extensions
  • Skills in: Processing contractor/vendor payments through various computer applications
  • Ability to: Monitor and inspect engineering projects
  • Ability to: Evaluate and analyze data
