District Consultant Project Mgt Engineer -

The work you will do:

District Consultant Project Mgt Engineer - District Five / District Design / Consultant Project Management

Consultant Project Management (CPM) is responsible for overseeing the production and delivery of design projects throughout District 5, CPM works closely with units across the District to ensure every project meets the Department's transportation needs, priorities and technical requirements. This role integrates multiple technical disciplines, maintains schedule and quality expectations, and ensures alignment with Department goals. CPM is expected to take full ownership of assigned projects, serving as the accountable lead by proactively identifying and resolving issues, promoting innovation and encouraging collaboration among project teams and consultants to deliver efficient, high‑value solutions.

In addition, CPM plays a critical role in community engagement, working with local governments, stakeholders and the public to understand community needs, communicate project objectives and incorporate meaningful input. Through this collaborative approach, CPM helps ensure transportation improvements meet Department standards while reflecting the priorities and vision of the communities we serve.

Your specific responsibilities:

Manages contracts for projects identified in the work program to be designed by engineering consulting firms involved in the preparation of bridge/roadway contract plans for highway construction. Formulates and interprets all current policies, procedures, rules and regulations pertaining to Consultant Project Management. Develops the overall project goals, plans, and schedules for District Five Consultant Production objectives. Works with functional areas to coordinate quality plans and schedules, including Roadway Design, Right-of-Way and Environmental Management.

Maintains and coordinates the updating of schedules in the Work Program. Obtains commitments to provide services and schedules according to the Work Program. Develops methods, practices, and procedures for accomplishing the goals and objectives of District Production in conformance and compliance with the Departmental policies, standards, and procedures to ensure accomplishment in a cost-effective manner. Signs and seals plans. Manages and coordinates the scope of services/work and manhour estimates for projects to be produced by consultants.

Manages and coordinates the review of technical proposals by consultants for proposed work, and reviews consultant supplemental agreements and time extension requests for approval. Serves as Technical Evaluator and makes recommendations to the District Selection Committee for consultant acquisition. Debriefs consultant after selection and strives to maintain positive relationships. Manages performance and provides appropriate feedback to consultant team during development.
