The work you will do:

District Program Mgt Administrator - District Five / Program Management

This position will supervise the Program Administration unit, which includes Production Management, Local Agency Program (LAP) and General Engineering Consultant (GEC) management.

Annual Salary Range: $ (Fixed)

Your specific responsibilities:

Supervises the Work Program staff. Assists in the creation, development, and maintenance of the Department's Five-Year Work Program. Special attention is directed to work program stability (accuracy of cost estimates and schedules.) Participates in the presentation of the annual Work Program. Works with District staff from all units to minimize project roll forward and certified forward. Collaborates with Planning unit liaisons to ensure projects added to Work Program are feasible within cost and schedule constraints.

Supervises the Program Administration unit, which includes Production Management, Local Agency Program (LAP) and General Engineering Consultant (GEC) management. Serves as primary liaison between District Director and Central office regarding production commitment. Ensures compatibility between all financial and production obligations. Collaborates with Design unit to identify and seek resolution to potential problems with meeting production commitments. Manages the development, implementation and maintenance of District Geographical Information System (GIS).

Approves invoices. Supervises of the Production Support unit, which includes specifications, estimates and plans processing. Ensures projects estimates are reviewed and updated on a regular basis to allow for most effective use of funds. Collaborates with Design and other production units to ensure final plans and specifications are processed to meet production deadlines. Adheres to Department policies and practices while developing estimates, plans and specification packages.

Coordinates with various Transportation Development units to ensure projects developed are feasible from a cost and schedule perspective, and effectively utilize the work program. Manages the Program Management Unit personnel, with emphasis on succession planning for critical positions. Cross trains employees to broaden their knowledge base and allow for more efficient office operation. Implements frequent staff management interaction regarding unit mission and employees' roles.

Directs the generation of various reports to be used by management and staff to plan and track the prosecution of work.

The successful candidate will have the following required knowledge, skills, and abilities:

Knowledge of:
Project engineering, concepts, terminology and development process of transportation projects. Management practices and principles.

Skills in:
Coordinating the schedules of projects in the department's work program.

Ability to:
Establish and maintain effective working relationships with others. Independently research, plan, coordinate and complete technical assignments. Handle multiple assignments. Lead people. Lead change. Communicate and build coalitions. Exercise business judgement. Be results driven. Supervise staff.
