Job Purpose
First review will be on August 26, 2026. Open until filled. Required documents include D.M.V. printout (not older than 3 months), Bachelor's Degree (from an accredited college or university with a major in public works, business or public administration, Engineering, or related field), resume, letter of interest, and 5 professional references.
Under direction of the City Manager, plans, organizes and directs the activities of the Public Works' departments and divisions. Performs administrative and professional work directing the activities of the Public Works Department.
Essential Duties and ResponsibilitiesInclude the following:
- Assists in the development of City goals, objectives, and priorities.
- Establishes departmental programs consistent with and supportive of these goals, objectives, and priorities.
- Plans, organizes, monitors and directs all departmental programs and activities.
- Oversees and evaluates the efficiency and effectiveness of all aspects of the department's programs.
- Participates in the selection and assignment of department employees and provides for the supervision and training of all personnel.
- Assigns, directs, trains, evaluates, rewards, and disciplines employees in accordance with City policy.
- Assures that department employees are instructed in job safe practices.
- Confers with representatives of federal, state, and county agencies on a variety of public works matters and activities.
- Prepares City Council agenda items for review and approval by the City Manager.
- Represents the department at a variety of management and City meetings.
- Makes presentations before various boards, commissions, City Council and outside agencies.
- Attends City Council meetings.
- Serves on various regional, community, professional boards, committees, and commissions on the City's behalf.
- Negotiates with outside entities concerning the establishment of approved contractual relationships with the City.
- Administers these and other City contracts that relate to and are within the scope of department responsibilities.
- Responds to public inquiries.
- Authorizes purchase of departmental materials and equipment.
- Provides professional staff assistance, technical support, and advice to the City Manager and other department heads.
- Drafts correspondence in response to public inquiries; monitor department program activities for compliance.
- Prepares staff analysis and reports on various projects and programs.
- Estimates department revenues and expenditures associated with grants and contracts.
- Reviews, researches, develops, prepares and administers department budget.
- Develops and recommends fee schedules for various funds.
- Prepares specifications for projects and equipment.
- Implements Federal and State Mandates.
- Administers the timely preparation of mandatory annual reports to the Federal, State, and other agencies.
- Assures safe storage of volatile material that meet State OSHA requirements and regulations.
- Prepares periodic reports as requested.
- Researches and pursues funding opportunities.
- Prepares, reviews, and recommends award of Request for Proposals (RFPs) for a variety of Public Works projects.
- Performs a variety of other duties as assigned.

- Planning, organizing, administering, and coordinating a variety of public works maintenance and services, and assigning and directing the work of staff.
- Providing skilled analytical and management staff support to the City Manager.
- Reading, interpreting, and applying complex procedures, policies, rules and regulations.
- Negotiating and representing City interests.
- Preparing clear, accurate, and concise reports, correspondence and other written materials.
- Establishing and maintaining effective working relationships.
- Communicating with employees, the public, and representatives of other agencies.
Ability to:
- Communicate effectively verbally and in writing.
- Operate a PC and related software.
- Maintain effective working relationships.
- Plan, organize and direct the activities of several units engaged in a variety of Public Works and City services to an international community.
