Responsibilities

Municipal Plan Review Engineer – Newark, DE

  • Examine civil engineering plans, site development proposals, and construction drawings for compliance with local, state, and federal codes, regulations, and ordinances.
  • Verify designs meet engineering standards, environmental laws, zoning regulations, stormwater management policies, and other requirements.
  • Analyze infrastructure designs (grading, drainage, roadways, utilities, erosion control) to ensure sound engineering practices.
  • Communicate with architects, engineers, developers, and contractors to clarify requirements, request modifications, and provide feedback on deficiencies.
  • Draft detailed review reports highlighting compliance issues, required changes, and recommendations for plan approval or rejection.
  • Ensure consistency of preliminary, final, and construction plans with jurisdiction long‑term development and infrastructure goals.
  • Check engineering calculations for stormwater management to verify accuracy and adequacy.
  • Perform field inspections or site visits to assess existing conditions or verify compliance with submitted plans.
  • Advise jurisdiction staff on technical issues, emerging engineering trends, and best practices to assist in decision‑making and policy development.
  • Participate in meetings with public, boards, or committees to explain technical aspects of plans and address concerns related to infrastructure and development proposals.
  • Keep detailed records of reviewed plans, communications, and decisions for legal and administrative purposes.
  • Assist jurisdiction in enforcing stormwater regulations and other civil engineering‑related standards during the planning review process.
  • Design and prepare deliverables for multiple land development projects simultaneously, ensuring successful completion within defined timelines and budgets.
Qualifications

What You'll Need:

  • Minimum 7 years of civil engineering experience focused on land development, infrastructure design, or plan review (public or private sector); preferred local government experience.
  • Comprehensive understanding of local and state zoning laws, environmental regulations, stormwater management, and land use policies.
  • Proficiency in AutoCAD, Civil 3D, GIS, and other engineering and design software to evaluate civil engineering plans.
