Summary Statement

The Fiscal Administrator II is responsible for overseeing and directing the department’s grants administration, federal funds management, cash management, cost allocation, audit coordination, and related fiscal operations. This position provides administrative and technical leadership to staff, ensures compliance with federal and state regulations, develops and maintains internal controls and procedures, and serves as a liaison with internal and external stakeholders regarding grant and fiscal matters.

The incumbent manages complex fiscal activities, coordinates audits and reporting requirements, and supports strategic planning initiatives to maximize federal revenue recovery while ensuring operational efficiency and compliance.

Essential Functions
  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
Job Requirements
  • Four years’ experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • One year of experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  • One year of experience in budget administration which may include but is not limited to managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  • Two years’ experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
