Roads, Bridges, Culverts and Intersections Manager

Employee is responsible for management of moderately complex to complex roads, bridges, culverts and intersections and for management and oversight of consulting engineers performing work for the Agency. Duties also include analyzing a variety of transportation and engineering studies, reviewing and approving various plan submissions and performing drainage and hydrology calculations. Incumbent reports to the Chief Deputy Engineer.

Job Requirements

Equipment:
Operates the following equipment: computer and related software, calculator, and any other tools, equipment and electronic devices necessary to complete job duties.

Critical Skills/Expertise:

  • Ability to communicate effectively, both orally and in writing;
  • Ability to follow oral and written instruction;
  • Ability to read and interpret construction plans and drawings;
  • Ability to accurately write and interpret legal descriptions of property under direction of a registered land surveyor;
  • Ability to work independently;
  • Advanced knowledge of hydraulics and hydrology;
  • Advanced knowledge of road construction practices and maintenance operations, as they relate to the job duties;
  • Advanced knowledge of ODOT Construction and Materials Specification Manual;
  • Advanced knowledge of the ODOT Location and Design Manual;
  • Advanced knowledge of Ohio laws, regulations and procedures as they relate to the job duties;
  • Advanced knowledge of civil engineering theories, principles, and practices as they relate to the job duties;
  • Advanced knowledge of the principles of geometry, trigonometry, and algebra and the ability to apply them to the job duties as needed;
  • Thorough knowledge of Ohio Manual of Uniform Traffic Control Devices (OMUTCD) regulations and procedures as they relate to the job duties;
  • Thorough knowledge of ODOT Standard Bridge Drawings;
  • Thorough knowledge of highway construction specifications and standards;
  • Thorough knowledge of the ODOT Bridge Design Manual;
  • Thorough knowledge of theories, practices and procedures in civil engineering, hydrology, hydraulics and construction as they relate to job duties;
  • Thorough knowledge of Agency policies and procedures;
  • Thorough knowledge of material and vendor product specialization, and geometric design principles and the ability to interpret and apply them to the job duties;
  • Thorough knowledge of personal computers, CADD and GIS software programs and pertinent third party software and the ability to use and operate them on the job.

Job Standards:
Completion of four years of post-secondary education resulting in a Bachelor of Science Degree in Civil Engineering or related engineering field plus certification of registration as a Professional Engineer in the State of Ohio. Registration as a Professional Surveyor is desired but not a requirement. Minimum of 20 years relevant work experience is required. Employee must have additional training and experience in all aspects of geometric design and construction of highways, streets and land development, including working knowledge of land surveying principles and practice.

Employee must possess a valid State of Ohio Motor Vehicle Driver's License and an acceptable driving record.

Responsibility

Employee works independently without daily direction of job duties. Work may be reviewed by supervisor to determine cost, feasibility, technical accuracy adherence to standards and completeness. Employee works under general supervision and applies organizational policies, rules, guidelines and State/County standards/specifications as they relate to activities of the work assignment. Employee is required to follow established rules and standards and to use a variety of technical information, knowledge language and complex calculations to complete work assignments.

Employee works independently and must be able to adapt appropriate standards and practices to site specific layout and design projects in order to create the safest design. Employee consults with supervisor throughout the work process concerning unusual or unique circumstances.

Personal Relationships

Employee interacts with co-workers, employees in the department, representatives of private and other public entities, and the general public while carrying out the assigned duties. Employee obtains and furnishes information to complete the work assignments, coordinate activities, resolve problems, lend assistance and to ensure adherence to standards and quality service.

Physical Effort and Work Environment

Physical Requirements: Performs sedentary work which may require lifting up to fifteen (15) pounds occasionally.

Physical Activity: Performs the following physical activities: keyboarding, writing, talking, and repetitive motions.

Visual Activity: Performs work where the seeing job is close to the eyes.

Job Location: Employee mostly works inside and is occasionally exposed to adverse environmental conditions.
