Industrial Project Development Director

Role Overview
The Industrial Project Development Director will lead the end-to-end development and execution oversight of a brick manufacturing facility. Acting as the company's senior representative, the role is accountable for regulatory readiness, technical validation, commercial alignment, and financial discipline from final development through construction and early operations. The position ensures that the project is delivered in full alignment with the approved feasibility study, budget, and strategic objectives.
Key Responsibilities
Include but not limited to the following:
Industrial Project Development & Governance
- Lead and secure all regulatory, licensing, and investment approvals required for the establishment of the manufacturing facility
- Oversee validation of the selected quarry, ensuring raw material quality, compliance, and long-term supply sustainability
- Ensure land ownership, investment licensing, and legal structures comply with KRG Investment Law and related regulations
- Oversee final development of the feasibility study, including alignment of factory layout, production capacity, and input assumptions
- Serve as the primary coordination authority between ownership, consultants, engineers, contractors, suppliers, and government entities
Commercial, Contractual & Vendor Leadership
- Lead negotiations and finalization of major contracts with equipment suppliers, contractors, and service providers
- Define and approve scopes of work, technical deliverables, commercial terms, milestones, and execution timelines
- Ensure all contractual commitments remain aligned with approved budgets, cost assumptions, and technical requirements
- Establish and maintain structured control over contracts, approvals, technical documentation, and formal correspondence
- Ensure operational and organizational readiness for construction, commissioning, and initial production
Project Financial Oversight & Cost Governance
- Exercise full financial oversight of the project during construction, installation, commissioning, and start-up
- Monitor and control all capital and project-related expenditures against the approved feasibility and budget
- Identify, assess, and report cost variances, risks, and mitigation measures to ownership and senior leadership
- Ensure disciplined cost governance, cash-flow visibility, and financial reporting at project level
- Support engagement with banks, investors, or financing institutions as required
Qualifications & Experience
- Bachelor's degree in engineering, Finance, or a related discipline; MBA or advanced degree preferred
- 8+ years of experience in industrial project development, factory setup, or large-scale construction projects
- Demonstrated expertise in:
- Feasibility studies and industrial project evaluation
- Capital budgeting and cost control
- Contract negotiation and vendor management
- Proven experience working with government authorities, regulators, and investment bodies
- Strong leadership, coordination, negotiation, and executive reporting capabilities
- High standards of professionalism, integrity, and confidentiality
- Ability to work in different contexts
Languages
- Fluency in English (spoken and written) and Arabic preferred
