- Manage project design professionals, construction managers and general contractors.
- Plan, manage and coordinate projects from inception to completion.
- Coordinate extensive project activities with Utilities users, consultants, regulatory agencies and contractors.
- Make independent judgments that directly affect design and construction projects and related funding.
- Coordinate with user agencies on design, development, programming and construction phases.
- Identify user functional and business operation requirements and ensure plans and specifications reflect those requirements.
- Translate plans and specifications to users to demonstrate how requirements are achieved.
- Administer the project development activities of Utilities capital improvement projects.
- Act as contract administrator; prepare contract documents and approve final bid packages.
- Direct professional and clerical staff involved in preparing construction documents for new Utilities, renovations or additions.
- Conduct periodic on‑site reviews of construction projects to ensure quality compliance and schedule adherence.
- Prepare reports and recommendations for administrative superiors, boards and commissions.
- Negotiate terms and value of additional service agreements for design professionals and change orders for contractors.
- Provide guidance to personnel in other departments and outside consultants on project development and construction issues.
- Coordinate development projects with municipalities and regulatory agencies for compliance with standards, regulations and conditions of development.
- Monitor the permitting process including federal, state and local regulatory requirements.
- Perform constructability and value analysis reviews; recommend approval of pay applications.
- Review and negotiate scope of change orders and consultant services authorizations; recommend approval.
- Assist in establishing new design standards and/or modifying existing standards to reflect lessons learned.
- Participate in conferences, reports and evaluations to review work.
- Supervise other City employees as required.
- Perform related work as required.
- Foster positive employee relations and morale citywide.
- Bachelor’s degree from an accredited college or university in Civil Engineering, Environmental Engineering or another relevant engineering discipline.
- Five (5) or more years of progressively responsible experience in public or commercial Water Utilities facility, Water Utilities design or Water Construction Administration. Water Utilities experience is a must.
- Valid Florida Driver’s License and clean driving record.
- Alternatively, a Master’s degree in Civil Engineering, Environmental Engineering or another relevant engineering discipline with three (3) or more years of progressively responsible experience in public or commercial Water Utilities, Water Utilities facility, Water Utilities design or Water Construction Administration. Water Utilities experience is a must.
- Project Management Professional (PMP), Florida Professional Engineer (PE) license or Florida Engineer‑in‑Training (EIT) license.
- Three years in a supervisory or lead role overseeing technical staff or consultants.
- Utilize advanced project management software.
