Job Title

This is technical field and laboratory work in the collection and analysis of potable and non-potable samples as required by the Florida Department of Environmental Protection and the Florida Department of Health. Work involves conducting physical, chemical and biological analysis, utilizing standard testing procedures, laboratory instrumentation and software. Employee is expected to use independent judgment in conducting their job functions. Under supervision and with experience and training employee will assume more complex job functions such as Laboratory Safety and Laboratory Information Management System functions.

Work assigned is subject to review and performed under the general supervision of the Environmental Laboratory Manager. Work schedule might require shift or weekend work.

Job Duties

  • Collects potable and non-potable water samples and performs field testing on and off site as per the Florida Department of Environmental Protection Standard Operating Procedures and Laboratory Quality Assurance practices.
  • Bottle washing, preservation, and preparing for sample collection as needed.
  • Performs a variety of physical, chemical and biological analysts on samples collected from potable and non-potable water using the United States Environmental Protection Agency (U.S.EPA) approved methods in conformance with the Florida Department of Health Certification Program National Environmental Laboratory Accreditation Program (NELAP) requirements.
  • Maintains and generates all required records of sample collection and analysis performed.
  • Prepares reagents and maintains analytical instruments in proper working order, etc.
  • Maintains inventory levels of laboratory equipment, chemicals, and supplies; initiates requests for new or replacement materials. Receives laboratory stock supplies.
  • Maintains online analyzers, and operations equipment
  • Makes calculations and records results of raw data on log sheets, and through computer data entry.
  • Manage filing system by properly filing lab reports and recovery of historical data.
  • Ensures general cleanliness and appearance of laboratory and equipment.
  • Coordinates safety program.
  • Coordinates Laboratory Information Management System (LIMS).
  • Performs other work as required.
  • Foster positive employee relations and employee morale on a City-wide basis.
Minimum Qualifications

Associate's Degree from an accredited college or university in Chemistry or related field. Two (2) years of professional, verifiable experience performing potable and/or non-potable laboratory analysis. Prefer knowledge of UV-VIS Spectroscopy, Ion Chromatography, Chemistry and Microbiology. Knowledge of NELAP practices. Knowledge in the calibration, use and proper maintenance of analytical instruments and their measurement detection limits. Knowledge of laboratory methods and procedures per Standard Methods, DEP, NELAP and EPA.

Knowledge of safety regulations. Knowledge of Quality Control Programs and Standard Operation Procedures. Knowledge of the City's policies, procedures, and practices. Skill in laboratory techniques and in following and adapting scientific methods and procedures. Skill in policy interpretation and application. Ability to perform calculations for correct solution concentrations and other calculations related to quality control and quality assurance. Demonstrated ability to effectively utilize personal computer and office software such as Microsoft Word, Microsoft Excel, Microsoft Access, and Microsoft Outlook.

Ability to enter and retrieve data accurately using the City's computer system or other required application. LIMS experience is desired. Ability to work independently and to adhere to established policies and procedures. Ability to establish and maintain effective working relationships with employees and the general public. Ability to communicate effectively in oral and written form. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience.

Ability to adapt to an evolving and continually improving environment. Punctuality and regular attendance are essential functions of this position. Ability to work rotating shifts/weekends.
