Responsibilities

3.3.1 The Contractor must perform the following tasks in support of the CFHA Staffing Surge Requirement:

Provide operational support in managing the human resources staffing process on behalf of the hiring manager, including but not limited to: developing Statements of Merit Criteria (SoMC) and assessment tools (written exams, interview guides and reference checks);

Screening of candidate resumes;

Correcting written exams;

Participating in interviews;

Assisting in reference checks;

Completing the final selection board report and assisting with informal discussions;

Assisting with the preparation of the articulation of right fit statement;

Keep the Technical Authority informed of activity progress on a weekly basis.

Provide a project plan for each selection process (Task) to the Technical Authority for approval;

Provide advice and guidance on staffing such as policies, practices, and tools;

Provide options and strategies as requested;

Make recommendations on risk mitigation, process improvements and/or best practices;

Develop and maintain a collaborative working relationship with CFHA HR Advisors and CFHA Management to ensure that the advice and guidance provided is in line for DND and CFHA policies, guidelines, and procedures;

Attend online meetings, review documents, produce reports and/or presentations.

Qualifications
  • M2.1 Must have experience in developing statement of merit criteria (SoMC) and assessment tools for staffing processes;
  • M2.2 Must have experience in conducting at least 20 interviews with or on behalf of management;
  • M2.3 Must have experience in managing at least 10 Public Service of Canada staffing processes, both internal and external;
  • M2.4 Must have at a minimum of four (4) years full-time experience (acquired over the last 10 years) in staffing in the Public Service of Canada; and
  • M2.5 The consultant must be fluent in both official languages of Canada (French and English). Fluent means that the individual must be able to develop bilingual assessment tools, assess candidates in the language of their choice and communicate orally and in writing with management and candidates without any assistance and with minimal errors.
