General Description

The purpose of this job/class within the organization is to develop, administer, and promote initiatives and programs in the field of Human Resources administration. Maintenance of the employee personnel files, employee recognition, employee incentive programs, and certain employee payroll and benefits.

Essential Job Functions:
  • Prepare recruitment materials, post jobs to appropriate job boards/ newspapers/ colleges, and screen candidates' resumes and applications.
  • Develop and update job descriptions and job specifications.
  • Source and attract candidates through recruitment activities and position requisition postings.

  • Proficient in conducting various interview methods, including structured, competency-based, behavioral, and others.
  • Conduct interviews using various processes, including video interviewing, phone interviewing, reference checks, and more.
  • Onboard new employees and volunteers, including new hire orientation, I-9 verification, E-Verify compliance, and required employment documentation.
  • Process employee personnel and payroll changes, including direct deposit, W-4 elections, benefit enrollments, qualifying life event changes, and wage garnishments.
  • Administer employee benefit programs, including health, dental, vision, life, disability, and voluntary benefits.
  • Reconcile all employee benefit and insurance invoices to ensure accurate billing and enrollment.
  • Administer retirement programs, including the Florida Retirement System (FRS), 401(a), 457 deferred compensation plans, and Chapter 175 retirement plans.
  • Coordinate and manage the annual Open Enrollment process, including employee education, benefit communications, enrollment meetings, and processing benefit elections.
  • Serve as the City's Benefits Administrator and employee advocate by assisting employees with benefit questions, claims issues, and eligibility concerns.
  • Work closely with insurance carriers, healthcare providers, and the City's Broker of Record to resolve employee benefit issues in a timely manner.
  • Participate in the annual review of employee insurance plans and recommend plan design improvements that promote cost-effective benefits while meeting employee needs.
  • Provide guidance regarding the City's Family and Medical Leave Act (FMLA) policy and ensure compliance with applicable federal and state regulations.
  • Administer short-term disability benefits, when applicable, and collect insurance premiums from employees on unpaid leave.
  • Process age-band premium adjustments for voluntary life insurance and long-term disability coverage and communicate changes to affected employees.
  • Assist in coordinating employee wellness initiatives, wellness programs, and annual health fairs.
  • Perform complex administrative duties requiring a high level of accuracy, including entering new employee information, salary adjustments and benefits into HRIS.
  • Maintain spreadsheets and tracking systems for employee longevity pay, incentive pay, certification incentives, and related compensation programs.
  • Maintain current knowledge of federal, state, and local employment laws affecting benefits and human resources administration.
  • Provide payroll support and serve as backup for payroll and other administrative functions as assigned.
  • Maintain confidential personnel records in accordance with applicable laws and organizational policies.
  • Serve as the primary liaison between employees, insurance carriers, retirement providers, and the City's Broker of Record.
  • Research and resolve complex employee insurance and retirement issues.
  • Assist with audits related to benefits, payroll, retirement, and personnel records.
