Summary
Under the direction of the Community Development Director, provides project expertise, organization, tracking, and recommendations regarding all county capital projects to include buildings, roads, drainage projects, and any other major projects as assigned.
Essential Duties & ResponsibilitiesThe essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. - Develop and maintain a project timeline spreadsheet for all assigned funded projects
- Provide monthly/annual reports for the board of County Commissioners
- Coordinate with appropriate departments to develop bid packages, solicit bids and evaluate bids.
- Manage assigned construction projects from beginning to completion; coordinate with the appropriate department staff as assigned to ensure projects are completed on schedule and expended funds are accounted for and properly documented.
- Inspect work during construction to ensure compliance with designs, plans and specifications, notifying supervisor, engineer and contractor of discrepancies between construction and plans
- Prepare standard cost estimates for job requests outlined
- Responsible for knowing and abiding by all department and County policies and procedures.
- Help maintain planning documents, maps, records and files on planning and community development projects and issues.
- Maintains knowledge of current Federal, State and local rules and regulations and industry best practices and maintains professional certifications through such means as attending seminars, reviewing professional publications, taking classes and participating in professional development activities.
- Aids in the development of short- and long-range plans and projects; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed
- Assists Community Development Director in developing work procedures to expedite workflow; studies and standardized procedures to improve efficiency and effectiveness of operations.
- Maintains accurate and complete records of department activities and records relating to development and implementation of programs and projects
- Assists the Community Development Director in the establishment of the Infrastructure Capital Improvement Plan (ICIP) and assists in the capital outlay requests.
- Bachelor’s degree in a relevant field from an accredited four-year college or university preferred
- Prefer PMP or CAPM Certification highly desired or equivalent certification
- Minimum of five (5) years project management experience, including experience working with public and/or private organizations, OR equivalent combination of education and experience.
- Must be familiar with government procurement procedures and policies.
- Valid Driver’s License
- High School Diploma/GED Certificate
- Must be able to pass a pre-employment drug test
- The skill to write reports and business correspondences
- The skill to logically and effectively present information both orally and in writing and respond to questions from groups of managers, the County Commission and the general public
- Bilingual English/Spanish preferred
- Principles and practices of planning and project management certification such as lean six sigma
- Planning, zoning, engineering, land use, permits, transportation, water resource planning and development, architectural/construction practices and codes, building codes, economic development, Infrastructure Capital Improvement Plan and traffic rules
- Grant Management
- Principles of customer service and public relations
- Project development, scheduling, monitoring and control systems
- Research methods and report presentation
- Effective communication principles and practices including oral and written communication; to include public relations and public speaking
- Principles and practices of governmental budget and procurement preparation and administration
- Principles of business letter writing
- Principles of supervision, training, and performance evaluation
- Ability to effectively work with, advise and inform County officials, employees, legislative bodies, citizens boards, the media and the general public.
- Ability to motivate, direct and coordinate a multi-disciplinary staff to achieve County goals.
- Ability to plan, initiate, and implement long-term improvement programs in administration, and operations.
- Ability to communicate logically and clearly both orally and in writing and follow oral and written instructions.
- Ability to read and interpret construction plans, blueprints, maps, charts and graphs.
- Ability to exercise independent judgment and initiative with minimal supervision
