Organizational Context

The Head of Unit – ESOCC Expertise & Stakeholder Management Unit is located in the European Serious and Organised Crime Centre (ESOCC), Operations Directorate. The Head of Unit – ECAMS Expertise & Stakeholder Management Unit is located at the European Centre Against Migrant Smuggling (ECAMS), Operations Directorate.

Purpose of the Post

The Head of the Expertise & Stakeholder Management Unit reports to the Head of the relevant Department and is responsible for ensuring the effective discharge of responsibilities, close contact with Heads of Teams and Specialists to identify opportunities for operational support, and enhancing cooperation and information exchange with competent authorities in Member States and third countries.

Functions and Duties
  • Set vision, goals and objectives for the Unit in alignment with Europol’s organisational strategy and inspire staff;
  • Develop and implement policies and procedures to facilitate seamless operations and ensure compliance with the legal framework and Charter of Fundamental Rights of the European Union;
  • Manage the delivery of relevant products and services included in the Europol work programme; ensure quality and timeliness;
  • Manage staff, monitor KPIs, provide constructive feedback, guide and empower staff to grow and develop;
  • Ensure effective management and efficient use of financial, human and other resources; identify risks and mitigate;
  • Manage conflicts by applying techniques to address conflicts early and find satisfactory solutions;
  • Ensure data protection and compliance with Europol regulations;
  • Cultivate a culture of teamwork, zero tolerance for harassment, effective communication and collaboration with stakeholders;
  • Provide development opportunities for staff;
  • Represent the Unit in external and cross‑departmental engagements and negotiations, deliver presentations and prepare reports;
  • Act as role model, champion diversity and inclusion;
  • Perform any other duties as assigned by line management.
Requirements – Eligibility Criteria
  • Be a member of a competent authority within the meaning of Article 2(a) of the Europol Regulation and enjoy full citizen rights of a Member State;
  • Have fulfilled any military service obligations;
  • Produce appropriate character references;
  • Be physically fit for the duties as per Article 13 of CEOS;
  • Produce evidence of thorough knowledge of one Union language and satisfactory knowledge of another.
Education qualifications
  • University‑level education (four‑year diploma) or equivalent;
  • Three‑year university‑level education with one year of professional experience;
  • Relevant professional training (e.g., Police Officer’s School) plus required professional experience:
    • More than 6 months up to 1 year – 4 years of experience;
    • More than 1 year up to 2 years – 3 years;
    • More than 2 years up to 3 years – 2 years;
    • More than 3 years – 1 year.
  • In addition to the above, at least 12 years of professional work experience after the diploma.
Requirements – Selection Criteria a) Professional Experience
  • Leading or supporting international investigations on drug‑related organised crimes or organised migrant smuggling;
  • Managing staff for at least 5 years;
  • Experience with OSINT, data science, or special tactics;
  • Administration, finance and planning at management level;
  • Strategic and policy advisory experience;
  • Setting up and running international task forces and working groups.
b) Professional Knowledge
  • International law enforcement cooperation;
  • EU and Europol legal framework;
  • OSINT and data science methodologies;
  • Tactics and strategies in complex long‑term investigations.
For ESOCC
  • Global trends and threats in serious and organised crime;
  • Special tactics knowledge.
For ECAMS
  • Global trends and threats in organised migrant smuggling;
  • Ability to set objectives within strategic framework and monitor progress;
  • Organise and assign work, set realistic objectives;
  • Empower team members and clarify expectations;
  • Build strong teams; motivate and provide feedback;
  • Develop career opportunities;
  • Communicate clearly, present complex subjects;
