Stichting Vluchteling (Netherlands Refugee Foundation) is an emergency relief organization that supports national and international partner organizations in helping displaced populations through the delivery of direct humanitarian assistance. In the Netherlands, we inform the Dutch public about the situation of people on the move, humanitarian realities and emergency aid in general.

Stichting Vluchteling (SV) currently has a diverse and enthusiastic team of about 55 employees, mainly working from The Hague. The working atmosphere is informal but decisive, which is necessary to respond quickly in emergencies.

Due to the maternity leave of one of our Program Officers, we are currently seeking a full-time Program Officer for a temporary period of 8 months.

The program officer (PO) is responsible for managing grants that are provided from Stichting Vluchteling to both local and international aid organizations in order to implement emergency aid programs for refugees and displaced persons.

The PO will contribute to our overall strategy, which is focusing more and more on reaching hard to reach populations in conflict settings, with local partners. The PO will be expected to collaborate closely with our advocacy‑ and access advisors and our finance‑, communication‑ and fundraising teams.

The ideal candidate will have strong in‑situ experience with humanitarian program management, with working with local and international partners where there's no one‑size‑fits‑all approach, and with implementing Monitoring, Evaluation, Accountability and Learning (MEAL) policies.

Place in the organization

The Programs Team in The Hague currently consists of seven program officers, a MEAL advisor, a Medical Advisor, a mental health and psychosocial (MHPSS) advisor, a Humanitarian Access advisor, and two advocacy advisors and a Program Support Officer. The PO will report to the Humanitarian Program Manager. The post will be based in The Hague.

What does this job entail?
  • Lead the development and review of concept notes, proposals, budgets and (financial) reports for projects with national and international partners;
  • Oversee the full grant cycle — from contracting and disbursements to monitoring, reporting and closure — ensuring compliance with donor requirements and SV procedures, and acting as focal point for donor contracts where relevant;
  • Monitor project progress and quality, including reviewing reporting, and financial performance and tracking budget utilization in close coordination with Finance;
  • Maintain accurate grant data in internal systems and ensure alignment between grant documentation and implementation;
  • Manage a portfolio of diverse partnerships – in cases requiring a tailored and flexible approach rather than a one‑size‑fits‑all model - and relying on sound judgement and experience;
  • Build and maintain strong partner relationships through regular exchanges and field visits, while strengthening partner capacity and ensuring accountability standards are upheld throughout the project cycle;
  • Contribute to organizational learning by engaging in reflections on SV’s MEAL approaches and supporting continuous improvement of practices;
  • Follow relevant developments in the context of assigned region (to be defined) and contribute to advocacy efforts and the achievement of the regional strategy;
  • Support internal alignment by sharing relevant insights from the region across departments and contributing to communication and fundraising materials (e.g. briefings and talking points);
  • Represent SV in internal and external coordination and consultative meetings, including with NGO peers and donors;
  • Where relevant, contribute to institutional fundraising processes, including proposal development and donor compliance.
What do we expect from you?
  • At least five to eight years of experience with humanitarian program management, program cycle management and with (remote) monitoring and evaluations of humanitarian assistance;
  • Demonstrable international work experience in the field of refugees and/or humanitarian aid.
