Engineering Technician - Utilities Job Denison area,Texas USA,Engineering

The Engineering Technician - Utilities will be responsible for performing utility reviews, site visits, flow tests, providing utility system information, and inspections related to building permits, new development, and redevelopment in addition to internal and external customer support.

ESSENTIAL FUNCTIONS

Performs water and wastewater plan reviews for development, including adding utility fees, in the permitting software.

Reviews and inspects utilities accompanying permit submittals, including building permits, public works permits, etc.

Responds to inquiries from engineers, contractors, and other interested parties regarding utility condition and availability.

Receives and coordinates flow testing with necessary staff and maintains record of completed testing.

Updates utility data in the City’s utility GIS layers based on field verification and testing.

Performs frequent site visits to verify availability, capacity, location, and condition of water and sewer utilities.

Prepares reports and comments for permits and other development submittals regarding water and sewer utilities.

Performs plan reviews and suggests revisions for solid waste utilities, including location, clearance, and other specifications.

Supports Engineering and Inspections staff on utility construction inspections, including final inspections and periodic inspections, for private development.

Reviews and witnesses testing results and reports, including CCTV, hydrostatic testing, and Bac‑T testing.

Witnesses contractor tie‑ins to existing water and wastewater system.

Leads pre‑construction conferences for small water and sanitary sewer construction projects.

Responds timely and accurately to Open Records Requests regarding City water and sewer utilities, including record drawings and other data as appropriate.

Responds timely and accurately to Utility Availability Requests related to development.

Coordinates with other staff to develop materials needed for public meetings, work groups, council meetings, and other meetings as needed.

Supports Public Works emergency management response as needed and appropriate.

Supports utilities, Capital Improvements, engineering, public safety, fire rescue, and other City and partner agencies in collecting field data and field verification.

Ensures confidentiality of insider development information and/or critical infrastructure as required.

Performs other duties as assigned.

KNOWLEDGE,

SKILLS AND ABILITIES

Knowledge of water and sanitary sewer utility engineering and construction

Knowledge of City of Denison Standard Details and Design Manual

Ability to use My Government Online and related permitting software

Ability to use ArcGIS Online to update facilities based on field verification.

Ability to follow instructions, safety practices and standard operating procedures in performing assigned tasks.

Ability to meet deadlines and manage competing priorities.

Ability to develop and maintain positive working relationships with staff, City partners and contractors, and community stakeholders.

Ability to perform work accurately and thoroughly.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to be punctual and maintain consistent attendance.
