This is a technical position performing duties related to the operation of the City’s Industrial Pretreatment Program, Municipal Stormwater Program and other related activities. This position is responsible for sampling, assisting with commercial and industrial inspections and enforcement of local, state and federal guidelines. This position will also be responsible for assisting with public education, data management including trending and graphing and will perform other work as required.
The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.
Collects and properly preserves samples from wastewater treatment and industrial pre-treatment plantsMonitors and inspects industrial and commercial sources for compliance with local, state and federal regulationsPerforms data entry, calculates surcharges and loadings, generates and files various documentsInspects, operates and maintains sampling equipment, data loggers and communication equipmentManages monitoring schedules and transportation of samplesPerforms field analysis and visual observationsThe employee refers to oral instructions, Federal, State and City ordinances and manuals, diagrams and blueprints. The guidelines are typically complex. If guidelines do not adequately cover a situation, the employee may make a decision based on procedures or refer the matter to the supervisor for resolutionThe employee performs a moderate number of tasks which require some judgment and decision-making. Usually the course of action followed by the employee is clear-cut but the employee must use judgment based on knowledge and experience to handle unusual or sudden occurrences.The employee usually receives instructions orally and in writing. Generally methods of accomplishing assignments are at the discretion of the employee. Deadlines and priorities are determined by the supervisor. Progress, accuracy and completeness of work are monitored regularly.The employee will have regular contact with the public and normal tact and judgment must be exercised.The employee may have to work after hours, weekends, or emergency call in as needed.Other duties as assigned.KNOWLEDGE
SKILLS AND ABILITIESGood knowledge of basic chemistry and microbiological principles along with basic laboratory and field-testing methodsGood knowledge of field testing and laboratory safety practices and proceduresAbility and skill in reading plans and diagrams to locate discharge lines and manholesAbility and skill in arithmetic to compute charges for industrial plantsAbility to collect field samples and data using technical sampling and monitoring equipmentSkill in demonstrating courteous and cooperative behavior when interacting with the public and City staff and in a manner that promotes a harmonious and effective workplace environment.Ability to work independently with limited supervision.Ability to conduct detailed data analysis and prepare required reports and other correspondence using computer databases, spreadsheets and word processing software applicationsAbility to write letters and other correspondence, sometimes using templates for violations and permit updatesAbility to create and distribute multiple reports in the software systems.Ability to maintain consistent timely attendance.MINIMUM REQUIRED QUALIFICATIONS
- Must have high school diploma/GED
- Must have valid driver’s license at time of placement
- Must have driving record sufficient for coverage by City’s auto liability carrier
- Must have a minimum of two (2) years of experience in Pretreatment or Stormwater Programs
PREFERRED QUALIFICATIONS
- College courses in microbiology, chemistry, math and social media applications are desirable
