Overview

Texas Health and Human Services Commission (HHSC) is soliciting applicants for the position of HCS Manager II. The role is a full‑time exempt managerial position located in Denton, TX, with eligibility for telework.

Salary Range: $7,474.40–$8,304.83 per month. Closing Date:
October 4, 2026.

Responsibilities
  • Supervise regional team members and coordinators in investigations and certification surveys for Home and Community‑based Services (HCS) and Texas Home Living (TxHmL) Medicaid Waiver Programs.
  • Ensure completion of visits and data entry within required time frames and meet federal and state guidelines, protocols, and performance measures.
  • Coordinate on‑site visits for investigations of abuse, neglect, or exploitation, complaints, and deaths of individuals in the HCS and TxHmL programs.
  • Plan, assign, and supervise the work of staff, including scheduling, monitoring output, and maintaining compliance with policies and procedures.
  • Plan and monitor staff training, develop staff through mentoring, conferences, and performance appraisals.
  • Evaluate program effectiveness through reviews of statistics, reports, and quality assurance activities, and recommend improvements.
  • Serve as a liaison for complex issues with agency staff or external entities; provide oversight during emergency contract actions.
  • Be available for on‑call duties for emergencies and to testify at hearings or court proceedings as required.
Qualifications
  • Bachelor’s degree from an accredited four‑year college or university.
  • Minimum of 2 years of supervisory or managerial experience, preferably with HCS and TxHmL program providers.
  • Experience in quality assurance review of documents and reports, monitoring compliance with policies and procedures, and developing schedules or priorities.
  • Preferred: meets federal Qualified Intellectual Disability Professional requirements.
  • Valid driver’s license and reliable transportation for up to 35% travel, including occasional overnight or weekend trips.
  • Background check clearance; additional licensing checks for certain healthcare roles.
Knowledge, Skills, and Abilities
  • Knowledge of HCS/TxHmL waiver programs, abuse reporting and investigation procedures, and relevant federal, state, and local regulations.
  • Ability to work with diverse stakeholders, build positive professional relationships, and achieve compliance with procedures.
  • Strong organizational skills to set priorities, meet deadlines, and manage multiple projects.
  • Proficient in oral and written communication, interviewing, and presenting findings.
  • Ability to coach and develop staff performance, provide encouragement and training.
  • Skill in developing guidelines, procedures, rules, and regulations; approving schedules and priorities.
Additional Information
  • Work hours may extend beyond standard Monday‑Friday 8:00 a.m.–5:00 p.m.; overtime and on‑call duties may be required.
  • Travel required up to 35% of the time, primarily during the day; overnight and weekend travel occasional.
  • All applicants must pass a fingerprint criminal background check.
  • Active or former licensed nursing facility administrators, certified nurse aides, or medication aides will undergo further licensing and employee misconduct registry checks before hiring.
  • Employees are not permitted to work at HHSC‑regulated facilities or providers after accepting the position.
  • Employment subject to state and agency telework policies; telework eligibility is at supervisor’s discretion.
