Overview
As a supervisor, this position is responsible for assisting with the day-to-day operations of the construction section. Primary duties include overseeing large scale construction projects for quality assurance and managing inspection personnel by planning/scheduling work assignments.
Essential Duties- Assists Area Engineers with construction contract administration matters.
- Directs and oversees contractors' compliance with plans and specifications and authorizes payment of estimates.
- Directs construction operations to include review of shop drawings, compliance with regulations and approval of letting advertising.
- Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
- Reviews change orders, supplemental agreements, memorandum agreements and extra work orders.
- Reviews monthly and final estimates prior to submittal.
- Trains and supervises laboratory personnel and may train inspectors.
- Performs other job responsibilities as assigned.
Education
:
Bachelor s Degree in engineering or related science; bachelor s or higher degree accepted by TX PELS.
Experience
:
- 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
- Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
- Valid driver’s license. This position requires driving a state vehicle.
- Licensed Professional Engineer*
* Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

- Construction engineering principles, practices and methods and associated environmental laws and regulations.
- Applicable engineering workstations and applications to support efficient planning and design activities.
- Design and plan preparation methods and requirements
- Materials used in highway/bridge construction and maintenance.
- Construction, operation and maintenance of traffic control devices
- Supervising technical staff
- Directing and establishing objectives
- Clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines.
- Scheduling work assignments
- Training in a classroom, office, or field environment
- Subject to inside and outside environmental conditions
- Required to wear protective gear (respirator, hard hat, or another device)
- Light work:
Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs - Walking/moving on foot to accomplish tasks: long distance from one work site to another
- Talking: expressing or exchanging ideas by spoken words
- Close visual acuity: work includes data/figures; view a computer screen; extensive reading
