Engineering Division Manager

Responsible for managing the activities of the Engineering Division, including managing the in-house design of drainage, water, wastewater, and streets engineering projects. Assist in Development review projects as needed and manage the Stormwater Engineering functions.

Essential Functions and Other Important Duties

  • Analyze and evaluate the key metrics and performance of assigned operations and staff. Work closely with internal stakeholders to provide reports demonstrating departmental performance and status of Engineering projects.
  • Implement codes, rules, and regulations applicable to development projects and reviews of plans and specifications as described in the City's municipal code and ordinances.
  • Manage the in-house engineering design functions of public works and utility projects from planning to design and final closeout.
  • Support long-range capital improvement planning, including prioritizing infrastructure projects and developing multi-year capital improvement program recommendations. Coordinate and collaborate with the Director of Capital Projects, and other department heads on capital projects.
  • Assist internal City departments with scoping projects, selecting consultants, contract review, and design review.
  • Coordinate with internal departments to develop periodic updates to the City's Design Criteria Manual, Construction Specifications, and Standard Details. Provide technical guidance during construction; assist in resolving change orders, field conflicts, and contractor issues
  • Coordinate with the Transportation Services Division on traffic engineering functions, including the design of sidewalk, bike path and traffic signals.
  • Manage the Stormwater Engineering functions, including the administration of the Floodplain Ordinance and the Certified Floodplain Manager position.
  • Address Engineering related concerns with internal and external stakeholders and advises City Council, boards, and commissions on engineering issues affecting development or infrastructure needs and implements policies and plans related to departmental services and operations.
  • Coordinate Engineering related projects with development activities for the Division.
  • Represent Department at public meetings.
  • Coordinate with external stakeholders such as Texas Department of Transportation, University of North Texas, Texas Woman's University, Denton Independent School District, etc. as needed.

SUPERVISORY/BUDGET RESPONSIBILITIES

  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • Bachelor's Degree from an accredited college or university in Civil Engineering or related field recognized by the Texas Board of Professional Engineers; and,
  • Ten (10) years' experience in Civil Engineering or related field; and,
  • Must have or obtain a valid Professional Engineer license from the Texas Board of Professional Engineers within 6 months of employment.

  • Ability to communicate effectively, both in oral and written forms, for the needs of the audience.
