ESSENTIAL FUNCTIONS

Responsible for supervising and coordinating the activities of assigned environmental programs. Participates in inspecting, monitoring, permitting, and sampling of regulated entities to determine compliance with environmental rules and regulations. Performs complex administrative and technical tasks in the administration of assigned environmental programs.

DUTIES

Prioritizes and assigns work, assists in ensuring staff is trained and that employees follow standard operating procedures and city policies. Updates, revises, and creates standard operating procedures based on operational need.

  • Provide supervision of staff as assigned which includes making recommendations for hiring, evaluation of individual performance, and disciplinary actions or recommendations.
  • Review, understand, and implement federal, state, and local regulations. Assist in maintaining compliance of City operations with applicable regulations.
  • Receive, review, and evaluate technical and analytical data for compliance and legal defensibility. Provide expertise, guidance, and support to staff as assigned.
  • Collect samples as needed to evaluate environmental quality. Perform complex calculations to complete reports and enter data values into software. Evaluate gathered data to determine compliance with applicable regulations and implement appropriate action.
  • Initiate enforcement actions; provide defensible data, documents, and participate in legal proceedings. Provide expert technical testimony for enforcement actions.
  • Review and evaluate permits and other authorization applications for administrative and technical completeness. Prepare, process, issue and review control documents.
  • Perform, document, and evaluate the results of surveys, inspections, investigations, and submitted reports for compliance with applicable regulations.
  • Correspond with various external stakeholders, including industrial facility representatives, citizens, and with governmental representatives to raise awareness with environmental federal, state, and local laws.
  • Generate and maintain electronic and paper records repositories according to the approved retention schedule and City policy.
  • Participate in the development of assigned program budget. Monitors and approves expenditures and forecasts funds needed for staffing and equipment. Recommend adjustments as necessary.
  • Develop recommendations and participate in the formulation of modifications including revisions to ordinances, agreements, and contracts.
  • Assist in the creation of reports to TCEQ. Corresponds with regulatory stakeholders.
  • Participate in inspections and audits of the City’s environmental programs.
  • Receive, determine applicability of, and respond to public requests for information.
  • Schedule and coordinate sampling events and other activities required by the City’s TPDES permits.
  • Assist in the development review process by completing Certificate of Occupancy reviews.
  • Maintain the City’s Compliance Tracking Software and the Industrial Waste Survey and One-Time Dental Compliance Report database.
  • Maintain the City’s Commercial Pretreatment Compliance Tracking Software.
SUPERVISORY/BUDGET RESPONSIBILITIES
  • Select,train,supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
  • Bachelor’s Degree from an accredited college or university in Biology, Chemistry, or Environmental Science, or related field; and,
  • Three (3) years’ experience in environmental programs or related field; and,
  • One (1) year of experience in management or supervisory capacity; and,
  • Must possess or obtain and maintain a valid Designated Representative license from Texas Commission on Environmental Quality within one (1) year of employment.
