Position: Senior Manager, Public Transit Safety (CSO) & Security

The Senior Manager of Safety & Security, reporting to the Vice President of Engagement & Administration, develops, maintains, and administers the safety and security management programs, including agency wide safety/security and occupational safety and health in accordance with applicable laws and regulations to ensure a safe working environment for employees and a safe transit experience for passengers. The incumbent in this position will serve as primary contact for all safety & security related issues arising at DCTA facilities, stops, transit centers, and locations.

Develops, implements and oversees the Agency’s Public Transit Agency Safety Plan (PTASP), System Security and Emergency Preparedness Plan (SSEPP), Security Operation Center (SOC), Emergency plans and Injury and Illness Prevention Program (IIPP). Ensures a regulatory compliant Safety Management System is in place and is responsible for its continued functioning.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Acts as the Chief Safety Officer for the Agency.
  • Oversight responsibility for all Agency safety & security related issues. Analyze new and existing processes and systems to determine the existence, severity, probability, and outcome of hazards. Conduct safety/security inspections/audits of the work environment, employee activities, and the transit system in general to detect existing or potential safety and security problems; co-operatively assists departments in identifying solutions and ensuring corrective action is implemented.

    Conduct such audits/inspections of contract operators.
  • Act as the Agency’s security liaison with federal, state and local law enforcement agencies.
  • Develop, implement, and maintain the Agency’s Emergency Management Plan, Emergency/Disaster Response Programs, coordinates the Emergency Management & Business Recovery Planning process. Reviews, revises, maintains, and/or develops manuals and procedures related to loss prevention and security; compiles information necessary to produce security related reports. Additionally assists with same for coordinating agencies and contractors.
  • Has oversight and management responsibility for the development, implementation and ongoing progress of the Agency Security Operation Center (SOC).
  • Has the authority to implement safety mitigating measures and recommendations. Can directly brief the CEO at any time regarding safety or security hazards, concerns, and activities. Has a direct line of reporting to the CEO when necessary.
  • Establish goals, objectives, strategies, plans, rules, procedures, and programs to improve safety, security and environmental management for administration, bus and rail operations. Develop and recommend corresponding safety policies to executive management, and coordinate assigned activities with other departments, programs, and outside agencies.
  • Develop realistic and data-driven safety performance indicators and safety performance targets. Develop methodologies for assessing the effectiveness of security operations and training programs.
  • Verify compliance with the Agency Safety Plan(s) with relevant legislation, guidelines, and standards.
  • Provide direction, interpretation, and recommendations over technical matters such as facility renovations, and other areas (e.g., standards for safe working, job hazard analyses, development of policies and standard operating procedures, etc.).
  • Coordinate closely with departments, contractors, procedures, and programs related to bus, rail and mobility services operations safety activities that involve passenger injuries or incidents (e.g., disruptive behavior), pedestrian incidents or incidents with other road users (e.g., collisions), preventing and mitigating worker assaults, emergency response, and security procedures for the different modes.
