• Perform advanced (senior‑level) quality assurance work to ensure service systems meet standards by surveilling indicators and identifying areas for correction and improvement.
• Implement the goals and priorities for the Quality Improvement department; conduct audits, surveys, and content‑specific compliance reviews to determine compliance with certification requirements, laws, rules, policies, and procedures.
• Review policies and procedures for compliance and provide consultation, technical assistance, and monitoring of standards.
• Prepare detailed reports of findings with recommendations; contribute to the center’s data surveillance system including data retrieval, tracking, validation, trending, and assisting others with data collection and reporting.
• Coordinate activities related to internal and external reviews and participate in development and submission of plans of correction (POCs) for deficiencies cited by HHSC Regulatory, completing tasks related to POCs and presenting evidence to surveyors as assigned.
• Mentor and train new Quality Assurance Specialists; participate in QA/QI Council and other work groups; support disaster response and Continuity of Operations (COOP) activities as needed.

• Attend work regularly; may be required to work fixed, rotating, extended shifts, or overtime per agency policy.
• Plan and organize assigned work to complete reviews timely; review data in electronic and written systems for accuracy; conduct interviews as needed.
• Prepare timely oral and written reports detailing findings and recommendations to improve processes and outcomes; provide feedback for process improvements.
• Mentor and train other Quality Assurance Specialists and review their work before submission.

• Knowledge of ICF/IID standards, interpretive guidelines, and survey processes.
• Knowledge of state and federal standards, laws, regulations, and the ability to apply them; familiarity with ICF/IDD standards and TAC/HHSC rules is preferred.
• Ability to use data visualization tools (e.g., pivot tables, scatter charts, histograms, pareto charts) to communicate findings.
• Knowledge of quality improvement concepts and terminology; ability to facilitate work groups and meetings; effective written and verbal communication for training and consultation.
• Ability to gather, analyze data for trend analysis; proficient in MS Office and agency software.
• Ability to mentor staff and assist in policy development and program evaluation.

• Initial screening criteria:
  Bachelor’s degree from an accredited college or university is preferred.
• Experience in working with individuals with intellectual and developmental disabilities or in performing compliance reviews, surveys, inspections, or audits is considered.
