Job Summary
This position provides professional technical expertise to DPA regarding the state purchasing and contract process, including drafting solicitations and statements of work, managing the solicitation process, negotiating contracts, issuing purchase orders, reviewing terms and conditions, handling contract renewals and modifications, and resolving issues between vendors and service end users.
The role primarily supports the Integrated Document Solutions (IDS) program and related vendors, but may also support other divisions as needed.
Responsibilities- Contract Administrator – Negotiate contracts, financing agreements and leases; negotiate terms and conditions; issue purchase orders; ensure language complies with State Fiscal Rules and Colorado Procurement Code; manage the complete contract lifecycle; renew contracts and purchase orders; work with contract managers on remedies for non‑performance.
- Purchasing Agent – Handle solicitations (RFP, DQ, IFB, ITN, RFI); assist program managers with SOWs or specifications; post and manage solicitations; evaluate proposals; award contracts.
- Interpretation of Contract – Provide interpretation of contract terms to managers, staff and contractors; ensure divisions comply with applicable rules, statutes, policies, fiscal rules and procurement rules.
- Contract Audits – Conduct audits of division contracts as needed; maintain current contract information in the Contract Management System and encumbrances in the state’s financial system; provide expiration reports.
- Division Representative – Attend meetings such as the Procurement Advisory Council (PAC) and other training or informational sessions as required.

Experience Only: Minimum six (6) years of relevant procurement experience, including purchasing, contract development, contract negotiation, and contract management.
Education and Experience: Combination of related education and/or relevant experience equal to at least six (6) years of procurement experience in purchasing, contract development, contract negotiation, and contract management.
Preferred Qualifications- Previous state service related to the work assigned to the position
- Experience with print operation procurements/contracts
- Ability to interpret and explain policies and procedures
- Highly organized and detail oriented
- Experience in public purchasing
- Knowledge of Colorado Fiscal Rules, Procurement Code and Procurement Rules
