Essential Duties & Responsibilities- Coordinate procurement and subcontracted services to meet project or group objectives.
- Manage the procurement of goods, materials, equipment, and professional/technical services.
- Track procurement activity, provide progress updates, and advise on subcontracting issues with emphasis on change management and financial status.
- Collaborate closely with Engineering, Construction, and all other disciplines for continuity and overall program effectiveness.
- Perform formation duties for purchase orders and subcontracts: prequalification, solicitation, proposal evaluation, source‑selection recommendations, negotiation, conformance, finalizing agreements, and subcontract issuance.
- Ensure prime contract flow‑downs are identified and included in subcontracts.
- Obtain necessary approvals for bidder exceptions, bid evaluations, source‑selection recommendations, subcontracts, and change orders prior to execution.
- Address budget compliance issues and award subcontracts.
- Conduct subcontract post‑award administration: change‑order management, contractual compliance, invoice verification, performance evaluation, closeout, and record retention.
- Utilize established policies, procedures, systems, and tools to maximize contribution.
- Assist Procurement Management with proposal deliverables, including pricing, execution approach narratives, and labor hour estimates for subcontracting.
- Provide additional support services to Procurement Management as requested.
- Accountable to the assigned Procurement Manager.
- Ensure timely, accurate, and adequate subcontracting and subcontract administration activities.
- Fulfill subcontracting requirements and manage change activity to mitigate potential claims.
- Identify subcontract‑related problems, report status, and recommend corrective action.
- Maintain effective relationships with subcontractors, project team members, management, clients, and support organizations.
- Comply with established policies and procedures.
- Reports to the assigned Procurement Manager with moderate supervision.
- No direct reports; supervises procurement support personnel as needed.
- Coordinates with project or departmental personnel across Design, Construction, QA/QC, Safety, Project Controls, and Management.
- Commits, spends, and controls client and company dollars within established limits.
- Makes decisions within procedure scopes and ensures compliance with procurement policies.
- Basic understanding of technical, organizational, managerial, and business issues related to operations management.
- Basic knowledge of commercial procurement, contract laws, practices, and standards as they relate to Jacobs operations and project delivery.
- Understands project delivery processes for various contracting scopes and their relationship to Enterprise Procurement procedures.
- Understands overall corporate resources and capabilities.
- Communicates effectively with subcontractors, project teams, and stakeholders.
- Prioritizes tasks across multiple stakeholders and writes clearly.
- Supports use of electronic mail and standard Microsoft Office software.
- Familiar with procurement and subcontract management systems.
- Degree in Business, Law, Engineering, or applicable field; experience in lieu of a degree acceptable.
- 3‑5 years of experience in procurement, subcontracting, and contract management on projects such as environmental, airports, dams, stadiums, highways, water projects, rail projects, power projects, refinery expansions, and similar large‑scale infrastructure.
- No specific certifications required; CPCM, CCCM, or CCFM certifications are desirable.

CompensationThe base salary range for this position is $69,600.00 to $, determined by work location and factors such as skills, experience, and education.
