Position: Procurement Analyst with Construction and Engineering experience

The Denver Service Center (DSC) of the National Park Service (NPS) seeks to provide acquisition and financial-management support for large-scale design and construction projects at NPS units nationwide.

On average the Contract Specialist III will help support the processing of over 500 purchase requisitions and more than 2,000 invoices annually in support of Acquisition Office staff and functional stakeholders, including Project Managers, Information Management, Administrative, Planning, and Budget Services personnel—who administer multi-million-dollar design and construction efforts across the National Park Service.

We are seeking a highly skilled Procurement Analyst with a strong background in construction acquisition to join our acquisition team. The ideal candidate will bring at least five years of specialized experience in federal construction contracting, including pre‑award and post‑award functions, contract administration, and acquisition planning.

Responsibilities:
  • Serve as a subject matter expert on construction procurement policies, procedures, and regulations.
  • Develop acquisition strategies and procurement plans for complex construction projects.
  • Conduct market research and prepare solicitation documents (e.g., RFPs, IFBs).
  • Evaluate contractor proposals and lead source selection activities.
  • Administer contracts, including modifications, claims, and closeouts.
  • Provide guidance to program offices on acquisition best practices and compliance with FAR/DFARS.
  • Analyze procurement data and recommend process improvements.
  • Prepare reports, briefings, and policy interpretations for senior leadership.
Qualifications
  • Familiarity with construction contract types (e.g., firm‑fixed‑price, IDIQ, task orders).
  • Proficiency in acquisition systems such as FPDS‑NG, PRISM, SPS or similar.
  • Ability to lead cross‑functional acquisition teams.
  • Strong analytical, negotiation, and communication skills.
Requirements
  • 24 semester hours in Business in any combination of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A bachelor’s degree in any of these meets the requirement of both the degree and 24 semester hours of business and/or FAC‑C or equivalent.
  • Experience:
    • 5 years’ Federal Government Contracting experience with the service requirements for this position.
    • 5 years construction contracting experience.
    • 3 years architect‑engineer services contracting experience.
    • Ability to obtain HSPD
      12 PIV, ethical clearance and any other required clearances.
  • Certifications:

    FAC‑C Level II or DAWIA Level II in Contracting.
  • Knowledge of:
    Federal Acquisition Regulation (FAR), agency supplements, and construction‑specific clauses and practices.
