Job Description

This position plays a critical role by defining the long-term goals, operational vision, and operational needs of the Unit. In this capacity, the position leads workforce planning and resource allocation to ensure optimal staffing levels, while continually analyzing and refining business processes to maximize organizational efficiency. Additionally, the position serves as a key decision-maker regarding regulatory compliance, regularly evaluating complex operational data and site findings to render formal determinations on compliance issues.

When serious or persistent non-compliance is identified, this position exercises decisive judgment to escalate matters for administrative or legal enforcement referral.

Specific job duties include but are not limited to:

  • Assign business analysts to work with units within the agency to ensure that each unit is supported and has the tools and technology needed to effectively meet the agency's mission while also helping to ensure that the work product of the unit is understandable and works for all within the agency.
  • Manages competing operational demands when multiple units require simultaneous business process mapping, resource allocation, and improvement while relying on agency mission priorities, resource availability metrics, and cross-unit risk assessments to determine project urgency.
  • Creates and updates the auditing processes required to measure the success of and provide QA/QC accountability to the Commission and other relevant internal and external stakeholders related to systems, processes, policies, procedures, and data.
  • Determines the appropriate quality control methodologies to evaluate team outputs and decides when, how, and for which staff members targeted QA/QC training programs should be designed and implemented.
  • Collaborates with the Fleet/Drone Safety Coordinator to chart the course for the agency's Drone program and oversees critical operational resources, including establishing policy frameworks and oversight for State Fleet policy and management to optimize vehicle usage, as well as continuously reviewing field safety equipment deployment to maintain optimal staff protection and readiness.
  • This position oversees staff to establish audit processes for the financial assurance, production reporting and conservation levy programs prior to and after the rollout of automated electronic auditing tools, while concurrently reviewing and formulating formal recommendations for the approval or denial of financial assurance plans.
  • Provides leadership and daily direction/supervision for the ongoing operations of the QA/QC Unit, including direct supervision of the Financial Assurance and Audit Supervisor, Senior Business Analyst, Quality Assurance Professional and Drone, Fleet and Safety Coordinator.

Experience Only:

Nine (9) years of relevant experience in an occupation related to the work assigned to this position

Or

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years

(Relevant degrees would include but are not limited to:
Business Administration, Finance, Risk Management, Economics, Actuary, etc., Relevant experience would include but is not limited to: auditor, business forecast planning, program and/or project management, etc.)

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Current or former State experience relevant to this position.
  • Knowledge and/or experience with Colorado oil and gas industry, including current rules and regulations.
  • Knowledge and/or experience with ECMC rules, regulations, and regulatory processes.
  • Strong written and verbal communication skills, to include public speaking.
