The State of Colorado is looking for a Program Analyst
- Term Limited to join their Rural Health Transformation Program (RHTP) Division of the Office of Medicaid & CHP Behavioral Health Initiatives & Coverage (BHIC)!
The RHTP Division of BHIC is responsible for the full lifecycle management of the State's RHTP initiative, encompassing program planning, implementation, monitoring, and reporting functions. The division ensures the State's compliance with the statutory and federal requirements of Section 71401 of Public Law 119-21 and the RHTP Notice of Funding Opportunity. Its work focuses on strengthening rural health system capacity through grant administration, provider technical assistance, workforce and service delivery initiatives, and evaluation of system transformation outcomes.
The division manages partnerships with subrecipients, contractors, and federal agencies to ensure that investments support sustainable access to high-quality care in rural communities.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
** Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
What You'll Be Doing as Program Analyst:
- Lead performance management for Colorado's Rural Health Transformation Program (RHTP), developing statewide performance standards, Key Performance Indicators (KPIs), evaluation methodologies, dashboards, reporting processes, and continuous quality improvement strategies.
- Turn complex data into actionable insights by analyzing and integrating information from multiple sources, identifying trends and emerging risks, measuring program outcomes, and developing recommendations that support program, policy, and executive decision-making.
- Build compelling dashboards, visualizations, and executive-level reports that clearly communicate RHTP performance, outcomes, trends, risks, and opportunities to Department leadership, CMS, policymakers, and other stakeholders.
- Lead RHTP performance reporting and data quality efforts, including CMS reporting, performance measure development, data validation, quality assurance, benchmarking, and the establishment of consistent analytical and reporting standards.
- Shape how RHTP performance is measured and improved by providing technical leadership and consultation to Department staff, grantees, contractors, evaluators, and external partners on performance measurement, evaluation, analytics, reporting, and continuous quality improvement.
