POSITION SUMMARY

The Administrative Manager is responsible directly to the Executive Director for administrative support in a variety of agency functions including the monitoring and development of a variety of internal policies and procedures, payroll administration, and human resource functions. The Administrative Manager interacts directly with the agency Board of Commissioners in preparing board packets, transcribing minutes of Board meetings, and other Board-related responsibilities.

They must be familiar with applicable agency policies and local, state and federal laws and regulations consistent with the position. The Administrative Manager must possess the ability to make rational, consistent decisions in a variety of situations requiring administrative action. The Administrative Manager will function in an innovative, creative and decisive manner and in a management capacity in an effort to promote the effective and efficient operation of the agency.

Under the direction of the Executive Director, the employee in this position performs duties which may include, but are not limited to, the specific examples shown in the following list:

  • As part of the Management Team, assists the Executive Director in the supervision and management of the authority's operation;
  • Handles payroll administration and other applicable payroll functions, including completion of biweekly payroll and retirement contributions;
  • Monitors all phases of commercial and general liability and worker’s compensation insurance programs for the agency;
  • Acts as safety officer, conducts safety meetings and ensures that staff receives information sufficient to increase safety awareness and prevention;
  • Function as primary human resources officer and is responsible for handling regular HR duties, including hiring, complaints, managing personnel files, benefits, and ensuring compliance to state and federal law;
  • Assists in management of agency grants, including monitoring grant budgets and reporting to awarding agencies;
  • Assembles written material for monthly Board of Commissioners packets. Prepares for and takes minutes during Board of Commissioner Meetings;
  • Using federal procurement policy, drafts RFPs, contracts and agreements for outside services. Monitors all contracts for accuracy and renewal;
  • Conducts purchasing for agency, including parts and supplies for maintenance, and prepares purchase orders;
  • Compiles information for and submits yearly HUD Maintenance Wage Recommendations, and/or monitors Davis-Bacon compliance on construction and modernization contracts;
