Estimator, Construction, Civil Engineering

Peterson Consulting Group is seeking an experienced Estimator / Senior Estimator with deep, hands‑on expertise in underground civil construction to support complex water, wastewater, storm, and trenchless infrastructure projects across Colorado.

This role is strictly focused on underground and utility work. It is not intended for commercial, vertical, or building‑focused estimators. Candidates must bring direct estimating experience on municipal and DOT underground scopes, including pipe installation, trenchless rehabilitation, and utility infrastructure.

• Prepare accurate, competitive estimates for municipal, DOT, and public works underground projects
• Perform detailed quantity takeoffs and cost modeling for underground scopes, including:
• Water, wastewater, and storm sewer systems
• Deep utilities, pipe installation, and manhole structures
• Trenchless construction including CIPP and HDD
• Earthwork, trenching, shoring, dewatering, and restoration
• Review and analyze plans, specifications, geotechnical reports, and contract documents to fully define scope and risk
• Solicit, scope, and evaluate subcontractor and vendor pricing specific to underground construction
• Collaborate closely with operations and project teams to ensure clean bid‑to‑build handoffs
• Support value engineering, constructability reviews, and risk assessments during preconstruction
• Track historical underground cost data to improve accuracy and consistency
• Attend pre‑bid meetings, site walks, and maintain strong relationships with owners, engineers, and trade partners

• 3+ years of estimating experience in underground heavy civil construction
• Proven estimating background in water/wastewater, storm drain, wet utility, and/or trenchless construction
• Direct experience estimating CIPP, HDD, pipe installation, and utility rehabilitation projects
• Strong understanding of municipal and DOT bid processes, specs, and unit pricing
• Proficiency with HCSS, AGTEK, or similar civil/underground estimating software
• High-level capability in quantity takeoffs, scope analysis, and bid strategy
• Organized, detail-driven, and comfortable managing multiple bids under deadline
• Degree in Construction Management, Civil Engineering, or related field preferred, but hands‑on underground experience carries more weight
